FRANKLIN COUNTY COMMUNITY BASED CORRECTIONAL FACILITY

The Franklin County Community Based Correctional Facility (CBCF) is a minimum security, American Correctional Association (ACA) accredited, residential prison diversion program for adult male offenders. The Franklin County CBCF is a 180-bed facility that houses adult male offenders (referred to as "residents") for a maximum of 180 days. The CBCF believes community safety is of upmost importance. Second is targeting residents' criminogenic needs via intense cognitive behavioral programming in an effort to reduce their likelihood of recidivating. POSITION SUMMARY:

The Human Resources Manager is responsible for performing and managing all human resources functions of the facility. This position continuously monitors and ensures compliance with applicable federal, state, and local laws, regulations, and agency policies. This position manages and performs all duties relating to the full employee lifecycle, benefits coordination, oversees agency timekeeping, monitors and tracks attendance occurrences, processes payroll, coordinates annual performance reviews, tracks and quality assures employee discipline, appeals, and grievances, and assists management in identifying and resolving employee performance problems and employee relations matters. This position handles all leave administration, facility workers' compensation claims, unemployment claims, Equal Employment Opportunity Commission (EEOC) claims, collects EEOC and other statistical information, and ensures proper maintenance of personnel and payroll records. This position ensures compliance with standards set by the Ohio Department of Rehabilitation and Correction (DRC), American Correctional Association (ACA), Fair Labor Standards Act (FLSA), Americans with Disabilities Act (ADA), and Prison Rape Elimination Act (PREA) as they relate to human resources. The HR Manager serves as a member of the Franklin County Community Based Correctional Facility Leadership team, manages special projects and serves as a liaison with other agencies related to assigned areas of responsibility. This position also serves as the Facility Governing Board Executive Assistant and one of the agency's Wellness Champions through the Franklin County Benefits department.

ESSENTIAL FUNCTIONS:

Perform and manage recruitment, hiring, onboarding, offboarding, personnel documentation, maintain current position descriptions, organizational records and facilitate selected trainings. Maintain accurate personnel records in HRIS platforms and timekeeping software, ensure timely payroll configuration, processing and entry. Manages, monitors, and tracks all leave & Attendance, administer FMLA and all other agency-approved leave, ensures consistent application of policies and corrective actions and collects, completes, and maintains applicable documentation. Responsible for HR compliance and quality assurance, conducts regular audits of personnel files, HR systems, payroll, and employment data to ensure accuracy, completeness, confidentiality, legal/policy compliance and maintain
required EEOC and other workforce-related statistical reporting. Support leadership with employee relations and performance matters; oversee fair, consistent, and documented disciplinary processes.

MINIMUM QUALIFICATIONS AND SKILLS:

Bachelor's degree in human resources or related field preferred; Associate degree required. Five (5) years of human resources or relate experience required. One (1) year of training and supervisory experience preferred. Ability to become LEADS certified to run criminal history, wants and warrants, and driving record reports. Strong written and oral communication skills required. Strong organizational skills required. Ability to exercise initiative and independent judgement within a team approach. Must be able to make sound, ethical decisions that support the agency's Vision, Mission, and Core Values. Proficient in Microsoft Office applications and ability to become proficient in other computer software programs.
