Safety and Occupational Health Specialist – Arnold AFB-Tullahoma, TN Canvas is seeking a qualified individual to provide advisory and assistance services to the Air Force in project/program management efforts associated with the Safety and Occupational Health office at the Arnold Engineering Development Center (AEDC) at Arnold AFB, TN. The candidate will perform a broad range of duties in ground safety and occupational health. Responsibilities Conduct periodic inspections and evaluations of various programs, including high-risk activities, supervisory safety training, and emergency preparedness. Perform safety and occupational health surveys of facilities and equipment across a full range of work operations. Apply regulations, standards, procedures, and techniques to ensure compliance and mitigate hazards. Evaluate and provide solutions for complex and unconventional safety issues (e.g., playground equipment, base traffic patterns). Ensure availability and proper use of safety and protective equipment. Conduct risk assessments of hazardous processes and conditions and recommend appropriate methods and procedures (such as fault tree analysis and operational risk management). Document inspection findings, prepare formal reports, and disseminate them to relevant parties. Advise supervisors and safety representatives on measures to eliminate or control hazardous operating procedures. Conduct follow‑up inspections to ensure the correction of violations and hazards. Ensure safety concerns are addressed throughout the contracting process with contracted services. Plan and conduct formal investigations of both reportable and non‑reportable mishaps, including serious (Class A and B) mishaps. Gather evidence (witness statements, photographs, incident details) and estimate cost of property damage. Prepare formal reports with findings, recommendations, and abatement dates; compile, analyze, and identify trends in mishap data. Provide managers with trend analysis data and assist in developing programs to reduce mishaps. Use the Safety Automated System (SAS) to prepare reports and create charts and tables. Recommend and implement training aimed at accident prevention based on observed trends. Develop specialized operating practices by modifying or departing from standard techniques, based on policy interpretation. Coordinate with other installation offices on occupational health matters affecting installation personnel. Prepare and revise local safety instructions and guides for base employees and contractor operations. Create operating practices for hazards associated with events such as holiday celebrations, summer safety campaigns, and air shows. Evaluate and recommend the local application of safety standards from national safety associations and other publications. Draft and revise local procedures or abatement actions for conditions not addressed by existing standards or guidelines. Review plans and specifications for new construction, major building alterations, and changes in installation equipment for compliance. Recommend design changes and provide technical recommendations to eliminate or control safety hazards in facility and equipment repair/maintenance. Develop specialized operating practices for construction‑related matters and brief contractors on safety and health requirements at pre‑construction conferences. Identify potential safety hazards for adequate fire exits, stairways, aisle space, sprinkler systems. Conduct random spot checks of industrial sites and notify responsible officers of safety violations or unsafe practices. Have authority to stop any operation that poses an imminent danger to personnel or property. Respond to safety concerns, complaints, and questions, including those arising from OSHA contact or visits. Provide technical safety training and instruction to supervisors, employees, and unit safety representatives on a wide range of topics. Prepare and utilize a variety of formal training materials (outlines, handouts, publications, films, exhibits, visual aids). Promote safety campaigns through oral presentations at local safety committee meetings. Compile, prepare, and distribute safety articles, bulletins, and pamphlets for local use by base personnel. Maintain records of all required courses. Qualifications Minimum Education: Bachelor’s Degree in Business or Safety/Occupational Health or related field (PM2, PM3, PM4 levels). Minimum Experience: PM2 – 0‑3 years; PM3 – 3‑10 years; PM4 – 10+ years. Security Clearance: Must be able to acquire and maintain a Secret clearance. Highly organized with excellent communication skills. Critical thinking and problem‑solving skills.
