Director of Facilities Services

Rio Hondo Community College

Basic Function Under general administrative direction of the Vice President of Finance and Business, the Director of Facilities Services provides leadership, direction, and full management responsibility for the Facilities Services Division services and activities, including the planning, design, construction, renovation, repair, and maintenance of buildings, facilities, grounds, and equipment; oversees parking and security functions; coordinates assigned activities with other District divisions and outside agencies; and provides highly responsible and complex professional support to the President and the District Board. Manage development and implementation of Facilities Services Division goals, objectives, policies, and priorities for each assigned service area; establish appropriate service and staffing levels within District policy; allocate resources accordingly. Continuously monitor and evaluate service delivery methods and procedures; conduct facility needs analysis; assess work load, administrative and support systems; identify improvement opportunities; direct implementation of changes. Represent the Facilities Services Division to other District divisions and outside agencies; explain and interpret programs, policies, and activities; negotiate and resolve sensitive, significant, and controversial issues. Recruit, train, motivate, counsel, and evaluate personnel; provide or coordinate staff training; develop employee skills and abilities. Plan, direct, and coordinate the Division’s work plan; meet with management staff to identify and resolve problems; assign projects and programmatic responsibilities; review and evaluate work methods and procedures. Administer the Division budget; forecast additional funds; monitor and approve expenditures; prepare and implement budgetary adjustments as necessary. Coordinate Division activities with other divisions and outside agencies and organizations. Assist the President and District Board; prepare and present staff reports and other necessary correspondence. Conduct organizational and operational studies; recommend modifications to Programs, policies, and procedures as appropriate. Serve as the President’s direct representative and liaison to the Program Management Team and consultants associated with campus modernization programs. Coordinate with the Facilities Planning Unit of the California Community Colleges Chancellor’s office on projects related to campus facilities planning, development, construction, and modernization. Coordinate with the Division of State Architect on inspections and approvals for modernization, renovation, and new construction. Evaluate needs and conduct long and short‑range planning for maintenance, repair, renovation, and construction, including coordinating architectural, engineering, and contractor functions involved in the Facilities Master Plan. Oversee preparation, development, and maintenance of drawings, plans, and specifications; review, evaluate, and select vendors and contractors; negotiate and administer contracts; recommend payment of invoices based on progress. Ensure compliance with applicable laws, codes, regulations, contracts, plans, and specifications by inspecting work in progress and upon completion. Determine material, supply, equipment, and service needs; manage purchases. Coordinate and direct acquisition, tracking, and disposal of property to facilitate land development for the College. Collaborate with health and safety personnel to ensure a safe, clean, and orderly environment; direct operations involving hazardous materials. Apply and evaluate policies related to program and workforce diversity to serve the diverse community. Lead recruitment and retention efforts to advance workforce diversity policies. Participate on boards and commissions; attend professional group meetings; stay abreast of new trends and innovations in building and facilities construction and maintenance. Promote equal opportunity and student and gender equity. Respond to and resolve difficult and sensitive inquiries and complaints. Administer applicable collective bargaining agreements. Perform related duties as assigned. Minimum Qualifications Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. Typical ways to obtain the knowledge and abilities include: Baccalaureate degree in engineering, architecture, construction, industrial technology, or related field; three (3) years of full‑time supervisory experience. Associate degree with major coursework in the related field; five (5) years of increasing responsibility in maintenance and operations, including three (3) years of supervisory experience. Technical trade certifications with major coursework in the related field; ten (10) years of increasing responsibility in maintenance and operations, including three (3) years of supervisory experience; or demonstrable management experience overseeing facilities activities, planning, coordinating, and executing capital maintenance and repair projects, including responsibilities for budgeting. Demonstrated sensitivity to diverse backgrounds of community college students, faculty, and staff. Knowledge of Principles of management, administration, and organizational planning. Employee relations concepts and methods. Public purchasing and contract management practices. Effective employee supervision, training, and personnel management. Modern office practices, methods, and computer equipment and applications. Operational characteristics, services, and activities of a comprehensive Facilities Services program. Advanced building and facility construction principles and concepts. Advanced project management principles and concepts. Contract compliance principles and concepts. Negotiation principles and concepts. Grounds and facilities maintenance principles and concepts. Security and parking principles and concepts. Safety and safe working practices for construction and maintenance. Budget preparation and administration principles and practices. Applicable federal, state, and local laws, codes, and regulations. Safe driving principles and practices. Skill to Operate modern office equipment including computer equipment and software. Operate a motor vehicle safely. Ability to Understand and implement laws, regulations, policies, and procedures. Work effectively with unions and maintain positive employee relations. Maintain detailed and accurate records. Prepare verbal presentations of technical material to non‑technical audiences. Provide administrative and professional leadership and direction for the Division. Plan, organize, direct, and coordinate the work of managers and technical personnel. Employ critical thinking and problem‑solving skills in strategy. Develop and administer budgets and manage resources cost‑effectively. Communicate clearly both orally and in writing. Build positive working relationships with stakeholders. Any degree from a country other than the United States, including Canada and Great Britain, must be evaluated by an Evaluation Service prior to the closing date. Certification must be attached with copies of transcripts. License Certificates/Credentials The incumbent must have the ability to travel to a variety of locations; a valid California driver’s license is required. Working Conditions Indoor and outdoor work environment; availability on call for emergencies. Driving to perform work as needed; some evening and weekend responsibilities. Ability to sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, climb, and lift 20 lbs. Exposure to heat, noise, outdoors, confining work space, chemicals, explosives, mechanical hazards, and electrical hazards; ability to travel to different sites and locations.
