Position: Customer Service Representative I – Case Services & Outreach

About the Position

We are seeking a Customer Service Representative I – Case Services & Outreach to join our team and serve as an important resource for beneficiaries throughout the community. This position is ideal for someone who enjoys working directly with people, providing excellent customer service, explaining complex information in an easy-to-understand way, and making a positive impact in the community.

The successful candidate will provide face-to-face outreach and enrollment assistance, educate beneficiaries about available Managed Care options, assist with enrollment and disenrollment, and provide support regarding medical exemptions and waivers.

This is a fast-paced, community-focused position that requires excellent communication skills, attention to detail, professionalism, and the ability to work effectively with diverse populations.

Key Responsibilities:

• Conduct face-to-face outreach and enrollment services through individual and group presentations.
• Educate beneficiaries about Managed Care options and assist them with understanding and using their health care plans.
• Assist beneficiaries with enrollment and disenrollment processes.
• Provide information and assistance regarding medical exemptions and waivers.
• Provide beneficiaries with enrollment, disenrollment, exemption, and waiver status updates.
• Perform accurate data entry related to enrollment and disenrollment activities.
• Transmit enrollment and disenrollment information according to established policies and procedures.
• Accurately document daily activities in the Customer Relationship Management (CRM) database.
• Maintain positive working relationships with county staff, community organizations, and HCO clients.
• Provide ongoing program training and education to county staff and community partners.
• Assist other Enrollment Service Representatives with daily operational duties.
• Support management with training and guidance for new Enrollment Service Representatives.
• Participate in community events, health fairs, and outreach activities as needed.
• Review knowledge-base materials for accuracy and recommend improvements.
• Follow established procedures and quality standards while maintaining a high level of attention to detail.
• Identify and promptly report quality issues, deficiencies, or procedural concerns to management.
• Make recommendations to improve the quality and efficiency of services.
• Meet established production, quality, and field operations performance standards.
• Be available to work at assigned offices throughout the county as directed by management.
• Perform other duties as assigned by management.

Qualifications & Requirements:

• High school diploma, GED, or equivalent certification.
• Knowledge of the community being served.
• Computer literacy and proficiency with Microsoft Office, including Word, Excel, and PowerPoint .
• Ability to quickly learn and use new software programs.
• Typing speed of 20+ words per minute .
• Valid California driver's license and proof of automobile insurance.
• Ability to travel throughout the county and surrounding counties as needed.
• Excellent verbal, written, interpersonal, and organizational communication skills.
• Ability to work comfortably in a fast-paced, deadline-oriented environment.
• Strong attention to detail and ability to manage multiple complex tasks simultaneously.
• Ability to work independently as well as effectively as part of a team.
• Fluency in applicable threshold languages, including reading and writing proficiency.

Preferred Qualifications:

• Six months or more of human services experience working directly with the public.
• Experience with presentations, public speaking, teaching, marketing, community outreach, education, or public relations.
• Experience working with low-income and diverse populations.
• Ability to communicate information in an interactive, culturally competent, and linguistically appropriate manner.
• Ability to explain information clearly and effectively so beneficiaries can understand and retain important information.

Physical Requirements:

• Ability to remain in a stationary position for extended periods of time.
• Ability to occasionally lift, carry, or otherwise move items weighing up to 25 pounds .

Work Environment:

This position is primarily performed in an office environment , with travel throughout the county and surrounding areas as needed for outreach activities, community events, health fairs, and assigned office locations.
