Provides pre-validation and administrative support for residential and agricultural real-property sales within Sedgwick County. Reviews Sales Validation Questionnaires (SVQs) and supporting documentation to identify information relevant to sales validation in accordance with applicable state guidelines and County procedures. Assembles, maintains, and routes complete sales files to support timely field review, sales research, and records retention.

Sales Pre-Validation

• Review Sales Validation Questionnaires (SVQs), deed and transfer information, and related documentation to identify factors relevant to determining whether residential and agricultural sales meet state and County sales-validation guidelines.
• Enter and maintain sales research information in the Orion database and associated records systems.
• Perform self-review of research and data-entry work to support accuracy, completeness, and consistency.

Quality Control and Records Review

• Verify that transfers are associated with the appropriate parcel or parcels during the sales legal research process.
• Review sales legal research and Orion data entries for accuracy, completeness, and compliance with applicable state guidelines and the Sales File Development Guide.
• Confirm that required documentation is included in each sales file; make authorized corrections or additions needed to complete the record.
• Use established queries and reports to identify potential data-quality issues in Orion and communicate identified issues to appropriate staff.
• Assist the Residential Market Modeler and Residential/Agricultural Project Leader with testing or developing queries that support sales-record quality-control activities.

Data Management and Workflow Coordination

• Confirm pre-validated sales files contain the information needed by field staff to conduct timely and effective sales data collection.
• Route pre-validated arm’s-length sales files to appropriate staff for field-review assignment.
• Route pre-validated non-arm’s-length sales files to the document management team for retention in Orion or OnBase.

Minimum Qualifications: High school diploma or equivalent. Two (2) years of clerical, administrative support, data-entry, records-management, customer-service, real estate, appraisal, or closely related experience; or an equivalent combination of education and experience. Must successfully pass the following courses within three (3) years of hire date: IAAO Course 101 – Fundamentals of Real Property Appraisal; Uniform Standards of Professional Appraisal Practice (USPAP); Kansas Property Tax Law; Orion Introduction and Overview of Basic Functionality; Orion Sales File Development.

Preferred Qualifications: Two (2) years’ experience in property assessment, mass appraisal, real estate, sales validation, title or legal-description research, records management, or comparable data-quality work is preferred. Experience using CAMA, document-management, GIS, or database systems is desirable. Associate’s degree from an accredited college or university in Real Estate, Accounting, Business Administration or a closely related field. Progress toward a recognized mass-appraisal designation such as Kansas Registered Mass Appraiser (RMA) or a professional designation from the International Association of Assessing Officers (IAAO) or Appraisal Institute.
