Position Summary:
Responsible for managing site safety, health, and construction quality-control activities primarily on projects for the U.S. Department of Veterans Affairs (VA) . Ensures work complies with contract documents, applicable OSHA requirements, federal safety standards, VA requirements, and the contractor’s approved safety and quality-control plans.

Typical Responsibilities:

• Serve as the project’s Site Safety and Health Officer (SSHO) .
• Implement and enforce the site-specific Accident Prevention/Safety Plan.
• Conduct daily safety inspections and document deficiencies and corrective actions.
• Lead safety meetings, toolbox talks, and employee/subcontractor orientations.
• Review subcontractor Activity Hazard Analyses (AHAs) and ensure required controls are followed.
• Monitor OSHA and applicable federal construction safety requirements.
• Maintain safety records, incident reports, training documentation, and inspection logs.
• Serve as Quality Control Manager (QCM) and administer the project QC plan.
• Inspect construction work for compliance with drawings, specifications, approved submittals, and contract requirements.
• Coordinate preparatory, initial, and follow-up inspections for construction activities.
• Identify deficiencies/nonconforming work and track corrective actions through closure.
• Coordinate testing, inspections, submittals, RFIs, and documentation.
• Work closely with the Superintendent, Project Manager, subcontractors, VA representatives, inspectors, and government contracting personnel .
• Participate in progress and coordination meetings.
• Maintain complete QC documentation for government review and project closeout.
• Ensure work is performed safely without sacrificing schedule, quality, or contract compliance .

Typical Qualifications: Several years of federal/commercial construction experience; demonstrated SSHO and construction QC experience; OSHA 30 is commonly required; First Aid/CPR and other safety credentials may be required. Depending on the specific VA contract, the contractor may also require USACE Construction Quality Management for Contractors (CQM-C) certification.

• High School Diploma or GED Bachelor Degree in Construction management, Engineering, Occupational safety or related field preferred.
