Job Summary
This position is responsible to provide facility engineering, project management, construction and renovation services and support of daily facility operations, space renovations, and repair projects. This shall include, but is not limited to energy management, decommissioning, Building Automation System (BAS) administration and operation, Computer Aided Design & Drafting (CADD), and Building Information Modeling/Management (BIM) efforts in support of daily facility operations, maintenance technical support, and project development as well as project management and execution services
Primary Duties

Define and execute capital projects for facility repair and upgrades to ensure safe and efficient plant operations. Prepare maintenance, repair, construction technical drawings, specifications of mechanical/electrical systems, facility diagrams, or topographical maps to ensure that installation and operations conform to standards and customer requirements.
Provide maintenance engineering expertise for all facilities and act as Subject Matter Expert for engineering and equipment support. Define mechanical system design requirements for base operating support projects from inception through completion.
Operate computer-assisted engineering or design software or equipment to perform engineering tasks and facility modeling
Direct or coordinate construction, installation, maintenance, support, documentation, or testing activities to ensure compliance with specifications, codes, or customer requirements.
When asked, own and manage site-level Mechanical/HVAC/Plumbing systems issues during daily operations, corrective maintenance, and capital equipment project execution phase. Identify and resolve issues with cross-functional teams, maintain all data center related electrical system design requirements and interface documents.
Additional Responsibilities
Prepare specifications for purchases of materials or equipment.
Perform detailed calculations to compute and establish manufacturing, construction, or installation standards or specifications.
When asked, review mechanical contractor trend analysis and other reports. Develop capital improvement assessments and recommendations.
Develop and review equipment, material specifications, and bid documents. Evaluate bid proposals and prepare recommendation for the award. Review invoices, approve of technical submittals, monitor delivery schedules, and manage all technical changes.
Developing and managing the budgets from forecasting throughout the project lifecycle.
Assure that equipment and material meet the specification requirements. Submit, review, and approve vendor drawings and data.
Develop construction/electrical drawings applying professional drafting techniques using AutoCAD and/or REVIT following approved layer/file standards provided.
Implement and comply with Configuration Management Policy.
Provide technical assistance to the construction staff and maintenance contractors on clarification of design. Provide field staff with technical input on design changes required during construction.
Implement and comply with Project Management’s Construction Inspection/Monitoring program.
Work with Management and Government Customers to determine specific facility and production needs in the areas of Engineering and Maintenance support.
Maintain a standardized maintenance manual that meets ISO standards.
Becomes proficient in the understanding of the National Electrical Code (NEC), as well as the following software: AutoCAD, Revit, and other Building Information Software.
Support professional development of less experienced engineers and provide engineering guidance.
Perform other related responsibilities as assigned.
Qualifications: Education, Experience, and Certification(s)
Bachelor’s degree in Mechanical Engineering from a school accredited by the Accreditation Board for Engineering and Technology (ABET) required.
Registered Professional Engineering License is preferred.
At least 5 years mechanical engineering experience in large commercial buildings or industrial environment preferred.
Minimum of 3 years in project management required.
Preference given to those with knowledge and experience working with and trouble-shooting of:
Autodesk Certified Professional (ACP) certifications in REVIT for Mechanical (Architectural, Electrical and Civil are a plus)
REVIT 2-5 years’ experience
Navisworks 2-5 years’ experience
Civil 3D working knowledge
RS Means working knowledge
Microsoft Project working knowledge
Historical Preservation working knowledge
Construction Means and Methods experience 2 years preferred
Building Controls/Systems 2 years’ experience preferred
Professional Engineer (PE) preferred.
Project Management Professional (PMP) certification preferred.
Ability to obtain and maintain a Top Secret/SCI government security clearance with polygraph is required.

Aware of changes and advancements in the industry and develop industry-wide expertise.
Understand how NGA interacts with outside organizations, including other utilities and regulatory agencies, and with its customers. Familiar with NGA budgets, costs, rate structures, and policies.
Excellent presentation and interpersonal skills. Strong negotiating skills.
Strong problem-solving skills focused on the results of data rather than on the data analysis procedures. In some cases, these problems may be associated with the ServiceSource generation and transmission of electricity safely, at the lowest cost, or in developing expanded capabilities and services for customer.
Willingness to enter confined spaces and climb/scale power system apparatuses is required.
Ability to read and comprehend simple instructions, short correspondences, and memos, labels, and numbers.
Ability to effectively present information in one-on-one and small group situation to customers, clients, and other employees of the organization.
Excellent customer service skills, verbal and written skills and ability to accept and follow directions.
Basic typing skills; Working knowledge of Microsoft Office (Word, Excel, Outlook).
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
Ability to multi-task, organize, prioritize, and meet deadlines on a daily basis.
Working knowledge of AutoCAD, REVIT, BIM, and Builder.
