Operations Director

The Town of Shady Shores is seeking a qualified, service-minded, and experienced professional to serve as Operations Department Director. This leadership position oversees the Town’s operational services, including Public Works, Utility Billing, Parks, Code Enforcement, and Municipal Court administration. The Operations Department Director provides day-to-day leadership, budget oversight, personnel supervision, policy implementation, project coordination, and responsive public service in support of Town Council goals and Town Administration priorities.

Key Responsibilities

Public Works and Utility Billing

• Provides supervision and direction for Public Works operations, including maintenance, repairs, streets, drainage, facilities, equipment, and related municipal infrastructure needs.
• Oversees Utility Billing functions, including billing processes, customer service, account coordination, payment procedures, reporting, and communication with residents.
• Coordinates Public Works and Utility Billing activities with Town Administration, contractors, vendors, residents, regulatory agencies, and other departments as needed.
• Monitors service delivery, workflow, staffing needs, internal controls, and process improvements to support reliable public services and accurate billing operations.
• Plans, organizes, directs, and evaluates programs, services, staffing, and daily operations assigned to the Operations Department.
• Provides leadership, supervision, training, direction, and performance feedback to assigned staff.
• Supervises Public Works and Utility Billing department staff and coordinates related operational, customer service, billing, maintenance, and infrastructure support functions.
• Develops and implements departmental goals, objectives, policies, procedures, work plans, and service standards.
• Prepares, administers, and monitors departmental budgets, purchases, contracts, equipment needs, staffing needs, and capital improvement priorities.
• Coordinates Operations Department activities with Town departments, outside agencies, contractors, vendors, residents, boards, commissions, and elected officials.
• Reviews service levels, citizen requests, operational practices, and performance measures to improve efficiency and accountability.
• Prepares staff reports, agenda items, presentations, correspondence, bid materials, recommendations, and other documents for Town Administration and Town Council consideration.
• Ensures assigned operations comply with applicable federal, state, and local laws, ordinances, policies, safety standards, reporting requirements, and records retention requirements.
• Responds to complex or sensitive citizen concerns and works to resolve issues professionally, consistently, and in accordance with Town policy.
• Participates in emergency management, special events, public meetings, and other Town initiatives as assigned.

Parks Department

• Oversees the maintenance, improvement, and operation of Town parks, grounds, trails, open spaces, facilities, equipment, and related amenities.
• Establishes maintenance standards, schedules, inspection practices, and priorities for parks and public spaces.
• Coordinates capital improvement planning, repairs, vendor services, contracts, purchases, and project implementation for parks-related needs.
• Oversees Keep Shady Shores Beautiful initiatives and community events as they pertain to the Parks Department, including coordination of park-related beautification, volunteer, outreach, and event support activities.
• Supports safe, clean, accessible, and attractive public spaces for residents, visitors, programs, and special events.

Code Enforcement

• Oversees code enforcement operations, including complaint intake, inspections, investigations, notices, citations, compliance follow-up, and case documentation.
• Provides guidance on interpretation and enforcement of Town ordinances, property maintenance standards, zoning requirements, nuisance regulations, and related local codes.
• Coordinates code enforcement activities with legal counsel, law enforcement, building officials, planning staff, property owners, residents, and other agencies as needed.
• Ensures enforcement practices are fair, consistent, well -documented, and focused on voluntary compliance when appropriate.
• Reviews recurring code issues and recommends ordinance updates, process improvements, public education efforts, or policy changes.

Municipal Court

• Provides administrative oversight for Municipal Court operations, staff, schedules, records, dockets, payments, customer service, and case processing functions.
• Coordinates with the Municipal Court Judge, prosecutors, law enforcement, clerks, defendants, state agencies, and other stakeholders to support efficient court administration.
• Ensures court operations comply with applicable laws, court rules, reporting requirements, records management standards, security expectations, and confidentiality requirements.
• Monitors court procedures, technology, staffing, training, cash handling, reporting, and internal controls to promote accuracy, accountability, and public trust.
• Supports the preparation of reports, audits, policies, and procedures related to Municipal Court administration.

Required Knowledge, Skills, and Abilities

• Knowledge of municipal government operations, public administration, budgeting, procurement, personnel management, and customer service practices.
• Knowledge of public works operations, utility billing functions, parks operations, facility maintenance, code enforcement procedures, municipal court administration, and local ordinance enforcement.
• Ability to interpret and apply laws, ordinances, policies, procedures, contracts, reports, and technical information.
• Ability to lead employees, manage projects, set priorities, solve problems, and make sound recommendations.
• Ability to communicate effectively, both orally and in writing, with residents, employees, elected officials, agencies, vendors, and the general public.
• Ability to maintain confidentiality, exercise good judgment, and handle sensitive or controversial matters with professionalism and tact.
• Skill in using computers, records systems, office software, and other technology applicable to municipal operations.

Education and Experience

• Bachelor’s degree in public administration, business administration, criminal justice, parks and recreation management, planning, construction management, or a related field is preferred.
• Three or more years of progressively responsible experience in municipal operations, public administration, public works, utility billing, code enforcement, parks operations, municipal court administration, management, or a closely related field is preferred.
• An equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered.

Licenses and Certifications

• Valid Texas Class C driver’s license, or ability to obtain one within a timeframe established by the Town.
• Texas Code Enforcement Officer certification is preferred or may be required within a timeframe established by the Town.
• Municipal Court Clerk certification or related court administration training is preferred.
• Additional certifications in parks operations, public administration, emergency management, procurement, or safety are desirable.
• Ability to obtain required licenses, certifications, or training within one year of employment, as determined by the Town.

Salary/Compensation: $65,000 - $85,000 per year
