Description

The Cabinet for Health and Family Services (CHFS) is home to most of the state's human services and healthcare programs, including the Department for Medicaid Services, the Department for Community Based Services theDepartment for Public Health, the Department for Aging and Independent Living and the Department forBehavioral Health, Developmental and Intellectual Disabilities. CHFS is one of the largest agencies in stategovernment, with nearly 8,000 full- and part-time employees located across the Commonwealth focused onimproving the lives and health of Kentuckians.

The Department for Public Health's Office of Vital Statistics (OVS) is the only official system of vitalstatistics in the Commonwealth. OVS Program Coordinators Interpret laws, regulations, policies and proceduresfor OVS programs. They request and collect program data, edits and analyzes data, and write comprehensiveprogram status reports. They perform in depth analysis of program support needs and make recommendations topolicy and procedures. They review records and reports submitted by program recipients or agency staff forcompliance with legal, regulatory or policy standards. They respond to programmatic inquiries from the generalpublic, governmental officials, or other jurisdictions. There is a continued need to communicate procedural orprogram changes to program staff, contractors, recipients, and other interested parties. There is a need forcontinued development of systems in support of 3 distinct core functions. OVS is comprised of dedicatedindividuals who provide excellent customer service.

The Program Coordinator professionally interprets and applies laws, rules, regulations (KRS 213/KAR 901:5) andoffice policies applicable to the administration of OVS.

Responsibilities include but are not limited to the following:

• Provides professional communications to stakeholders.
• Provides necessary training to staff and agencies accurately and timely.
• Prepares reviews, analyzes, and presents reports.
• Completes investigations and updates to data quality and program errors.
• Composes Data Usage Agreements for data sharing with stakeholders.
• Works closely with the management related to governance, programmatic or policy questions in relation todata quality and processes.
• Supports OVS and DPH in planning and coordinating program related activities and obligations.
• Makes recommendations for OVS programs.
• Evaluates program opportunities
• Responds to programmatic inquiries.
• Reviews records and reports submitted by program recipients or agency staff for compliance.
• Follows and Interprets laws, regulations, policies and procedures for Vital Statistics program(s).
• Coordinates all inter- or intra-unit administrative functions of a specific program(s).
• Gathers or distributes program or technical information.
• Plans and coordinates program(s) and activities.
• Ensures implementation of policies and practices.
• Helps build positive relations within the team and external parties.
• Schedules and organizes meetings and events and maintains agendas.
• Ensures technology is used correctly for all OVS programs.
• Keeps updated records and creates proposals.
• Supports growth and program development.
• Performs other duties as assigned.

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Three years of professional experience in management or administration.

Substitute EDUCATION for EXPERIENCE: A master's degree will substitute for one year of the required experience.

Substitute EXPERIENCE for EDUCATION: Administrative or business experience will substitute for the required education on a year-for-year basis.

Working Conditions

Incumbents working in this job title primarily perform duties in an office setting. Minimal travel may be required.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
