Job Description:

Parsons is seeking a detail-oriented Program Analyst to support a federal civil works and infrastructure program. The Program Analyst will provide programmatic, analytical, administrative, and contract support across multiple task orders and projects. This role will support Government leadership, project managers, schedulers, cost estimators, risk managers, environmental specialists, construction managers, contractors, and other stakeholders.

What You’ll Be Doing

• Provide analytical and administrative support across the program and associated task orders.

• Track program activities, requirements, deliverables, milestones, risks, issues, and action items.

• Support the development and maintenance of program operating procedures, templates, trackers, reporting tools, and management processes.

• Gather, organize, review, and maintain contract, proposal, project, research, and Government-furnished documentation.

• Support contract administration and verify that required deliverables are complete, accurate, timely, and compliant with contract requirements.

• Assist with task-order requirements, proposals, contract actions, RFP reviews, and coordination with internal teams and subcontractors.

• Maintain program and project databases, spreadsheets, document repositories, SharePoint sites, and other information-management systems.

• Prepare monthly, quarterly, annual, and ad hoc program reports, status updates, briefings, dashboards, data visualizations, and management summaries.

• Collect and analyze project-level data to identify trends, performance issues, risks, variances, and opportunities for improvement.

• Support program-level analysis of schedule, cost, risk, performance, and deliverable status.

• Assist with the Government’s Integrated Master Schedule by collecting inputs, tracking milestones, identifying variances, and supporting schedule reporting.

• Support risk-management activities by maintaining risk registers, tracking mitigation actions, and preparing risk reports.

• Assist with cost-management activities, including tracking budgets, estimates, contract modifications, and program-level financial trends.

• Develop models, forecasts, metrics, and analytical products to evaluate program performance and potential impacts.

• Prepare recommendations and alternative courses of action based on quantitative and qualitative analysis.

• Coordinate meetings, workshops, conferences, and program events; prepare agendas, briefing materials, attendance records, minutes, decisions, and action-item logs.

• Track and coordinate Government and contractor inputs for required reports, submissions, reviews, and approvals.

• Support training, travel, extended work-week, onboarding, resume, and personnel-tracking requirements.

• Coordinate with subcontractors and internal stakeholders to collect information for monthly status reports and other program deliverables.

• Review official documents for completeness, formatting, spelling, punctuation, grammar, and compliance before Government submission.

• Maintain accurate and accessible electronic project files and ensure information is controlled, organized, and available to authorized personnel.

• Support process improvements, automation initiatives, data analysis, CRM reporting, SharePoint development, and implementation of tools that improve program efficiency.

• Provide technical and operational support to Program Managers, Project Managers, and other program personnel.

• Support multiple concurrent projects and task orders with changing priorities and geographically dispersed teams.

What Required Skills You’ll Bring

• Active Secret security clearance
• Bachelor’s degree in Business, Project Management, Public Administration, Engineering, or a related field.

• 5+ years of related professional experience ; experience supporting Department of Defense or other federal programs is preferred.

• Demonstrated experience with program or project administration, contract support, document management, reporting, and data tracking.

• Working knowledge of contract requirements, task orders, deliverables, compliance, and proposal or RFP processes.

• Proficiency with Microsoft Excel, Word, and PowerPoint, including spreadsheets, data analysis, reports, and presentations.

• Experience with SharePoint, project management information systems, CRM platforms, or comparable business systems.

• Strong analytical, organizational, time-management, problem-solving, and attention-to-detail skills.

• Ability to interpret data, identify trends, develop recommendations, and support program decision-making.

• Ability to manage multiple assignments, meet deadlines, and maintain accurate records.

• Strong written, verbal, and interpersonal communication skills.

• Ability to coordinate effectively with Government personnel, contractors, subcontractors, and internal stakeholders.

• Ability to work independently, take initiative, and make sound decisions within established procedures.

• Must be a U.S. citizen and able to pass required federal background checks.

• Ability to obtain and maintain required Government site-access credentials and security eligibility.

What Desired Skills You’ll Bring

• Experience supporting DoD, federal, military, research, engineering, construction, or infrastructure programs.

• Experience with IDIQ, task-order, GSA, or other federal contract vehicles.

• Experience supporting contract compliance, task-order distribution, proposal development, subcontractor coordination, and monthly status reporting.

• Experience with Primavera P6, Microsoft Project, Procore, Kahua, USACE RMS, NAVFAC eCMS, or other project management systems.

• Experience with Power BI, Power Automate, SharePoint development, CRM reporting, or other workflow and automation tools.

• Experience developing dashboards, performance metrics, forecasts, data visualizations, and executive briefings.

• Familiarity with program risk registers, Integrated Master Schedules, cost tracking, schedule analysis, and performance reporting.

• Experience tracking employee training, travel, onboarding, resumes, equipment, purchasing, or inventory.

• Experience reviewing technical and contractual documents for accuracy, quality, and compliance.

• Experience supporting process improvement, automation, artificial intelligence, cloud, or data-management initiatives.

• Experience coordinating meetings, preparing minutes, and tracking action items for senior leadership.

• Technical troubleshooting experience supporting engineering, laboratory, research, or infrastructure projects.

Additional Position Expectations

• The Program Analyst may support multiple projects concurrently and may be required to adapt staffing and administrative support to changing task-order requirements.

• The position may involve access to procurement-sensitive information, Controlled Unclassified Information, Government information systems, and secure facilities.

• Employees must comply with applicable confidentiality, cybersecurity, information-safeguarding, safety, quality, and records-management requirements.

• Contractor personnel will provide analysis, administrative support, recommendations, and coordination but will not perform inherently governmental functions, direct Government employees, obligate Government funds, or make commitments on behalf of the Government.
