Position Summary
Be part of a Maintenance Engineering team responsible for Electrical best practice in supporting the operations and maintenance department within Grant County PUD’s Priest Rapids and Wanapum Hydro Power Generation Facilities. This position provides knowledge and expertise related to Wanapum and Priest Rapids Hydro Dams, WAN 230kV Switchyard, Priest Rapids Hatchery System, and other supporting facilities within Grant County PUD’s Power Production Department.

Core Responsibilities – All Levels

Individual contributor (non-leadership) position in the Maintenance Engineering Group responsible for providing daily engineering support for Operations and Maintenance within the designated area.

Support troubleshooting during equipment outages or routine maintenance.
-
Work with equipment including, but not limited to, High/Medium/Low Voltage Distribution systems, PLC/VFD and Control Systems, Exciters, Governors, Generator Systems, Transformers (Distribution and GSU), Ovation SCADA Systems, Protective Relay Equipment, High/Medium/Low Voltage Circuit Breakers, Battery Systems, Bridge Cranes, Motor Control Centers, and supporting equipment required for safe and reliable operation of generators and ancillary equipment.

Support the Asset Management process for new and modified equipment, including entry/removal of assets, Critical Spare Process, BOMs, Test Reports, and related documentation.

Support high-level standards associated with Preventative Maintenance (PM)/Job Plans and Maintenance Adherence. Physical updates to PMs/Job Plans are completed by the Planning Department.

Assist Engineering in providing turnover materials for Maintenance Manuals, Troubleshooting Guides, and SOPs for newly installed, modified, and existing equipment. Physical updates to Manuals, Guides, and SOPs are completed by the Planning Department.

Support the Planning Department with obsolete-part replacement and research. Like-for-like replacement purchases should be handled by the Planning Department.

Identify required maintenance related to NFPA 70B, NEC, PRC-005, and other regulatory compliance requirements.

Review outage work and appropriate schedules against required PMs.
-
Analyze test reports for electrical equipment throughout the designated area, consistent with assigned level of responsibility.

Engineer I–II

Provide engineering support for low-impact equipment at Engineer I and low/medium-impact equipment at Engineer II.

Maintain a basic understanding of applicable electrical, generation, distribution, control, and supporting equipment, with increased familiarity expected at Engineer II.

Support the Engineering Lead on Asset Management and PM/Job Plan standards.
-
Work with Engineering SMEs on regulatory maintenance, outage review, and test-report analysis.
-
Rely strictly on Electrical Subject Matter Experts for path-forward decisions.
Engineer III
-
Supports medium/high-impact equipment and is knowledgeable in applicable equipment and systems.
-
Assists with Asset Management and supports PM/Job Plan standards.
-
Works with Planning on regulatory maintenance and outage review.
-
Provides technical knowledge to Engineers, Electricians, Operators, and other Power Production departments for troubleshooting, outages, breakdowns, and detailed design.

Performs some analysis of test reports for high/medium-impact equipment.
-
Relies mostly on Electrical SMEs for path-forward decisions.
-
Has knowledge of Technical Maintenance Standards and implementation.
-
Performs work on systems with a medium level of regulatory-compliance risk and is familiar with FERC, NERC, and CIP impacts.
Engineer IV
-
Supports high/critical-impact equipment and is an expert in applicable equipment and systems.

Develops Asset Management processes and high-level PM/Job Plan standards.

Works with Planning on regulatory maintenance and outage review.

Provides technical knowledge across Power Production.

Performs routine analysis of test reports for high/medium-risk equipment.

Typically relies on feedback from other Electrical SMEs for Critical/High-impact path-forward decisions.

Serves as expert and owner of Technical Maintenance Standards and implementation.

Applies industry practices, Utility Standards, Codes, and legal standards.

Engineer V

Supports high/critical-impact equipment as a high-performing individual contributor and Subject Matter Expert.

Leads development of Asset Management processes and high-level PM/Job Plan standards.

Works with Planning on regulatory maintenance and outage review.

Provides technical knowledge across Power Production.

Provides project-management support including budget forecasts, scheduling, coordination, construction, and commissioning for medium/large projects.

Performs complex analysis of test reports for critical/high-risk equipment.

Relies on some feedback from other Electrical SMEs for Critical/High-impact path-forward decisions.

Serves as Subject Matter Expert and owner of Technical Maintenance Standards and implementation.

Expertly applies industry practices, Utility Standards, Codes, and legal standards.

Technical Knowledge and Skills
The progression above applies to:

Generators, Exciters, Governors, and supporting equipment, including equipment in Hydro Dam, Natural Gas/Coal, and/or Nuclear Power facilities.

Maintenance best practices on industrial equipment and the Asset Strategy process, including PMs, BOMs, Spare Parts, Asset Entry, and Maintenance Manuals. Engineer IV–V are expected to be experts in these areas.

High/Medium Voltage Transmission and Distribution Equipment.
-
Switchgear, MCCs, Station Service, and Substation Equipment related to industrial and powerhouse distribution systems. Engineer IV–V require advanced knowledge of Station Service and Substation Equipment.

Industrial Control Systems, including Programmable Logic Controllers (PLCs), Variable Frequency Drives (VFDs), Motor Control Circuits, instrumentation devices such as Flow, Level, Pressure, and Temperature Sensors, and PID Loop Controls. Engineer V is expected to be an expert.

Computer programming in control languages such as Ladder Logix, C++, Structure Text, Block Logix, and Visual Basic. Engineer I–II require basic understanding/skills, Engineer III some programming experience, and Engineer IV–V advanced programming.

Troubleshooting, maintenance, and optimization techniques related to operating systems, electrical equipment, generation, and High/Medium/Low Voltage Distribution systems. Engineer IV–V require advanced capability.
Additional Higher-Level Knowledge

Engineer III: Some experience with data communication protocols and networking equipment related to Protective Relays (SEL), PLC, HMI, VFD, and Ethernet/Fiber switch communication systems; knowledge of FERC/NERC Standards.

Engineer IV–V: Experience with those data communication protocols and networking systems; advanced knowledge of FERC/NERC Standards.

All Levels: Technical writing and ability to draft reports associated with equipment performance and impacts to Operations and Maintenance; Engineer III–V reports may involve critical equipment.

All Levels: Generate, interpret, review, and revise existing/new drawings.

Engineer III–V: Modify/prepare technical specifications used by the Electrical Department referencing best industrial practices, IEEE standards, NEC, and other manufacturing techniques.
