Construction Inspector / Senior Construction Inspector The City of Galt is currently accepting applications for the positions of Construction Inspector and Senior Construction Inspector. This recruitment may close without notice once a sufficient number of applicants has been received. Base Pay Effective July 1, 2027: Construction Inspector: $38.26–$46.96 Senior Construction Inspector: $43.45–$52.80 Construction Inspector – Additional Pay (Eligible) Longevity Pay – beginning at 10 years of service, 5%; 15 years of service, 7.5%. Bilingual Pay – $100 per month. Medical‑in‑lieu – Employees who waive the City’s medical coverage shall receive $200 per month for employee only, $350 per month for employee plus one, and $500 per month for family. Incentives – up to 2.5%–10%. Construction Inspector – Benefits Home Buying Program – $25,000 interest‑free loan to assist with purchase of a home in Galt city limits. Tuition Reimbursement – Up to $4,000 per fiscal year. Holiday Pay – 14 holidays; thirteen (13) paid holidays and one (1) floating holiday. Vacation Leave – 80 hours per year; after 4 years – 120 hours; after 10 years – 160 hours; after 15 years – 200 hours; after 22 years – 220 hours. Vacation Credit – Those with 4+ years of prior public agency experience may request accrual at rate of 120 hours. Vacation Cash Out – Cash out up to forty (40) hours vacation per year. Sick Leave – 96 hours per year. Health Insurance – City pays a generous portion of CalPERS medical premium (9 options); City pays 100% for dental and vision premiums. Life Insurance – City paid $50,000 policy and $1,500 policy for dependents. Long Term Disability – City paid policy‑benefit up to 60% of base salary. EAP – Confidential employee assistance plan. Senior Construction Inspector – Additional Pay (Eligible) Incentive Pay – Up to 5% incentive for City‑approved educational courses. Longevity Pay – 10 years – 5%; 15 years – 7.5% for non‑sworn mid‑management employees; 8 years – 2.5%; 10 years – 5%; 12 years – 7.5% for sworn mid‑management employees. Bilingual Pay – $100 per month. Cell Phone Stipend – $75 per month. Confers with contractors and developers regarding conformance to standards, plans, specifications, and codes; explains requirements and evaluates alternatives. Records amounts of materials used and work performed; prepares necessary reports for progress payments. Issues change orders within specific guidelines and/or consults with engineering staff regarding problems and change alternatives. Prepares and maintains daily inspection reports, progress payments, change orders, claims, and other written documentation. Takes samples of materials used and performs basic tests or submits to testing laboratories to ensure appropriate composition. Inspects sites and reviews plans and specifications prior to the bidding or development process; attends bid openings for capital improvement and private construction projects. Conducts pre‑construction meetings with contractors and developers. Investigates resident complaints; confers with property owners regarding project schedule, hazards, and inconvenience. Schedules service interruptions with minimal interference and inconvenience to properties. Inspects City sidewalks and asphalt roads for hazards in need of repair; measures and records displacements; submits locations for repair. Reviews requests for progress payments relating to work performed and materials supplied. Acts as liaison between the City, contractors, other agencies, businesses, and residents affected by projects; maintains communication among the parties and responds to and resolves issues and complaints or refers them to the proper office for resolution. Prepares standard bid and document forms. Prepares a variety of correspondence, reports, correction notices, procedures, and other written material. Operates a standard vehicle to travel to multiple locations in order to perform assigned tasks. Maintains accurate records and files. Performs other duties as assigned. Senior Construction Inspector – Responsibilities Plans, assigns, directs, and reviews the work of construction inspection staff assigned in the inspection of all City public works, infrastructure, and capital improvement construction projects. Provides input into selection, performance evaluation, and disciplinary actions; trains staff in work procedures. Inspects the construction of complex or large public works infrastructure and capital improvement projects for conformance with plans, specifications, contract provisions, and safe work practices. Monitors operations and activities of the construction inspection work unit; identifies opportunities for improving service delivery methods and procedures; provides recommendations concerning process changes; reviews with appropriate management staff; implements improvements; prepares various reports on operations and activities. Confers with contractors and developers regarding conformance to standards, plans, specifications, and codes; explains requirements and evaluates alternatives. Prepares and submits change orders for approval and/or consults with engineering staff regarding problems and change alternatives. Prepares and maintains daily and final inspection reports, progress payments, change orders, claims, and other written documentation. Takes samples of materials used and performs basic tests or submits to testing laboratories to ensure compliance with project specifications. Inspects sites and reviews plans and specifications prior to the bidding or development process; attends bid openings for City capital improvement construction projects. Reviews requests for progress payments relating to work performed and materials supplied. Acts as a liaison between the City, contractors, other agencies, businesses, and residents affected by projects; maintains communication among the parties and responds to and resolves issues and complaints or refers them to the proper office for resolution. Prepares standard bid and document forms. Consults with the Public Works Director/Deputy Director of Public Works and City legal staff regarding legal aspects of infrastructure construction matters. Prepares a variety of correspondence, reports, correction notices, procedures, and other written material. Operates a standard vehicle to travel to multiple locations in order to perform assigned tasks; transporting equipment as needed; and performing assigned tasks at each worksite. Maintains accurate records and files. Performs other duties as assigned. Supervision Received and Exercised Construction Inspector: Receives general supervision from the Project Manager. Exercises no direct supervision over staff. Senior Construction Inspector: Receives direction from the Project Manager. Exercises technical and functional direction over and provides training to lower‑level staff. Class Characteristics Construction Inspector is the journey‑level class. Incumbents perform the full range of technical work to include inspections of the work of contractors constructing or modifying City infrastructure to ensure safety and conformance with plans and specifications. Responsibilities include working closely with City Engineering staff, developers, and contractors to effect project modifications to meet field contingencies. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit, work independently, and exercise judgment and initiative. Senior Construction Inspector is the advanced‑journey level. Incumbents perform the most complex construction inspection with minimal instruction and/or supervision. Incumbents are expected to act independently and keep supervisors apprised of their work needs as well as the time and materials needed to complete tasks most efficiently and timely. In addition, incumbents provide functional and technical direction to staff as a regular part of their work routine and are required to be fully trained in all procedures related to the assigned functional area. Education and Experience Construction Inspector: Equivalent to an associate degree with major coursework in civil engineering, drafting, surveying, mathematics, or related field and two (2) years of technical engineering, public works infrastructure construction, inspection, or related experience. Senior Construction Inspector: Equivalent to an associate degree with major coursework in civil engineering, drafting, surveying, mathematics, or related field and four (4) years of technical engineering, public works infrastructure construction, inspection, or related experience. Licenses and Certifications Possession of a valid Class C California driver’s license and a satisfactory driving record. Physical Demands Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, to inspect City development sites, including traversing uneven terrain, climbing ladders, stairs, and other temporary or construction access points, to operate a motor vehicle, and to visit various City and meeting sites; vision to read printed material and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing and walking between work areas and to conduct inspections may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 50 pounds. Environmental Elements Employees partly work in the office and partly in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives and contractors in interpreting and enforcing departmental policies and procedures. Working Conditions Must be able to pass a pre‑employment physical, drug screen, and background investigation, including fingerprinting. Must be available for shift work, standby assignments, and work emergency overtime as required.
