The Role

This role carries two jobs under one title, and both are required. The first is enterprise business analysis for a federal agency’s IT organization: process assessment, requirements management, and translation between business units and technical teams. The second is Freedom of Information Act (FOIA) systems analysis, supporting the operation, enhancement, and modernization of the agency’s FOIA program and the case management systems behind it.
Plenty of strong business analysts have never touched FOIA, and this role will not fit them. If you have supported a FOIA program or its case management systems and understand how statutory deadlines translate into workflow, reporting, and records management, this position is built for you.
The agency has about 2,100 people at headquarters in Washington, DC and 53 field offices nationwide. You sit at headquarters with the agency’s IT organization.

What You’ll Do

• Run interviews, workshops, and fact-finding sessions to identify, document, and validate business requirements, processes, and operational problems
• Build business process models, workflow diagrams, use cases, and process documentation in Microsoft Visio
• Maintain the inventory of agency applications, their capabilities, dependencies, and future needs, and flag where duplicate functionality or manual work can be retired
• Analyze the agency’s FOIA processes and case management systems, recommend improvements to efficiency, transparency, reporting, and records management, and support system configuration, testing, and modernization
• Serve as the translator between business stakeholders and IT delivery teams, separating genuine requirements from wish-list items and validating that proposed solutions deliver measurable value
• Work within standard SDLC and Agile delivery methods across the project lifecycle
• Deliver status reports and keep meeting minutes and program documentation current in a shared knowledge repository

What You’ll Need

• A bachelor’s degree in business administration, information systems, management, or a related field, or eight years of relevant business analysis experience in place of the degree
• A current business analysis certification, such as CBAP, CCBA, or PMI-PBA
• Demonstrated business process analysis, requirements management, and stakeholder engagement on enterprise-level IT or business transformation work
• Experience supporting a FOIA program and the systems behind it: case management workflows, statutory deadlines, reporting, or records management
• Experience as the liaison between business units and technical delivery teams
• Strong written and verbal communication with technical and non-technical audiences alike

Nice to Have

• Hands-on administration or configuration of a federal FOIA case management platform
• Working knowledge of FOIA exemptions and annual reporting obligations
• Federal records management experience
• Prior support to a small federal agency
• Section 508 accessibility experience
• ITIL v4 Foundations
• Exposure to AI-assisted service management: virtual agents, ticket deflection, knowledge article upkeep

Location, Schedule, and Logistics

• Standard schedule is an eight-hour day scheduled between 7:00 a.m. and 7:00 p.m. Eastern, Monday through Friday, excluding federal holidays. Occasional weekend work may come up with advance government approval.
• On-site at agency headquarters in Washington, DC (NoMa area, Metro-accessible). Telework is by exception only and requires government approval.
• You will work on a government-furnished laptop. Personal devices cannot connect to the agency network.
• At least 40 hours per year of paid professional training in your core skill areas, at no cost to you.
• Occasional travel to agency field offices, reimbursed at federal travel rates.
