Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations (OFO), Mission Support Directorate (MSD), Acquisition, Program Control, located in Washington, DC. Responsibilities In this position you will serve as a Program Analyst in the Office of Acquisition performing a variety of planning and programming related functions to include the following: advising acquisition decision makers on budget methodology and control; performance measurement; information systems; management techniques and theories; organizational structure; appropriation laws; policies and directives required for successful program planning and execution. This position starts at a salary of $121,785.00 (GS-13, Step 1) to $158,322.00 (GS-`2, Step 10). GS Salary: Visit this link to view the locality pay tables by geographic area. Typical duties may include: Planning, developing and coordinating planning management through briefings, presentations and conferences for executive management. Ensuring that accurate, appropriately concise and timely information is available to executive management and policy officials; Conducting quantitative and qualitative analysis of the acquisition program's requirements, making changes in out-year planning to meet adjusted program milestones; Directing, implementing, coordinating, and overseeing all aspects of planning and programming, budgeting and accountability (PPBA) to ensure proper planning and programming processes are implemented in the acquisition program; Serving as a subject matter expert on policies within assigned areas of responsibility, including finance, trend analysis, and acquisition program forecasting. Specializing in preparing estimates, developing and executing budgets, conducting financial reviews and reports, and leading efforts to revise existing policies and directives as needed. Certification/Training Requirement: This is a DHS Acquisition Certification covered position. DHS Level II certification in Program Financial Management is required within 18 months of placement. You may be required to successfully complete the training requirement as a condition of employment. Failure to successfully complete the required course(s) of training in accordance with CBP standards and policies will result in placement into either a former or different position, demotion, or separation as determined by management and appropriate procedures. Qualifications Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Designing and implementing advanced performance measurement systems using a wide range of qualitative and quantitative methods to assess planning, evaluating, reviewing and prioritizing financial resources associated with assigned acquisition programs; Conducting advanced analyses of Federal Appropriations Laws, Federal Acquisition Regulations, OMB Circulars, DHS and CBP specific policies to evaluate multiple program strategies, identifying the most effective approach to achieve organizational goals; Authoring comprehensive policy proposals and program evaluation reports, including estimates, formulation, budget execution, financial reviews and reports, and directing the development of any changes to existing policies and directives; Preparing executive summaries and decision memos for senior leadership, synthesizing complex data and presenting actionable recommendations and proposed adjustments; Reviewing and interpreting complex federal regulations to keep management informed of inconsistencies in work processes and presents analytical findings and data in support of recommendations to management officials.
