Job Description
Job Description: The Special Education Program Specialist provides district-level leadership and technical support to ensure special education compliance while improving student outcomes. The Specialist oversees compliance monitoring, evaluations and reevaluations, student benchmarking and achievement assessment, professional learning, and transition partnerships that connect students with postsecondary education, employment, and independent living opportunities.
Qualification Requirements
Minimum Master's degree in Special Education; Preferred Educational Leadership Certification
Experience with special education compliance.
Experience conducting achievement assessments or academic benchmarking.
Experience with transition planning and postsecondary programming for students with disabilities.
Experience supporting state or federal special education monitoring.
Experience providing professional learning and technical assistance to school personnel.
Essential Duties and Responsibilities: Compliance | Transition | Evaluations
Review IEPs, evaluation and reevaluation records, eligibility documentation, meeting documentation, prior written notices, and other special education records for accuracy, completeness, and compliance; monitor required timelines and procedural requirements.
Establish and implement routine compliance monitoring processes to identify concerns, ensure adherence to federal and state requirements, and promote continuous improvement.
Provide technical assistance regarding procedural safeguards, parent/student rights, required notices, IEP procedures, documentation requirements, evaluations, and reevaluations.
Conduct and/or assist with basic academic achievement assessments and establish student benchmarking processes to identify academic strengths, areas of need, and progress over time. Collect, analyze, and interpret student performance data to support educational teams in making informed instructional, programmatic, and IEP decisions. Provide district-level leadership for transition planning and initiatives designed to improve postsecondary outcomes for students with disabilities. Coordinate and host GVRA services, presentations, workshops, and other opportunities, while developing and maintaining partnerships with agencies, employers, colleges, technical colleges, training programs, and community organizations. Connect students with appropriate postsecondary resources, vocational rehabilitation services, employment opportunities, career exploration, and independent living supports. Assist school teams in developing meaningful transition plans aligned with students' strengths, preferences, interests, and postsecondary goals; monitor participation in transition services and identify opportunities to increase student engagement. Develop and facilitate professional learning and provide ongoing technical assistance to special education teachers, case managers, evaluators, administrators, and other staff related to compliance, assessment, progress monitoring, transition planning, and postsecondary outcomes. Serve as a district-level resource and collaborate with the Director of Special Education, district and school leadership, staff, students, families, GVRA, and other community partners to strengthen special education systems and improve student outcomes. Coordinate communication and collaboration with GVRA and other agencies serving students with disabilities to ensure students have access to appropriate supports and services.Reports To: Special Education Director
