Summary This position serves as Teller within the Financial Management Service (FMS) at the VA St. Louis Healthcare System (VASTLHCS). Position is responsible for the receipt, disbursement, examination, deposit, safekeeping, processing, and record keeping of collections and cash disbursements at the medical center. The position location is at Jefferson Barracks. Responsibilities Cash Management (50%) Performs cash management duties as outlined in VA and VHA Financial Policies and instructions issued by the U.S. Treasury Department. Designated as an authorized agent of the Treasury Department and is personally held responsible for the Treasury's advance. Responsible for all cash management functions ensuring adequate supply is maintained for operations. Makes cash payments in accordance with authority delegated by the Chief Disbursing Officer, Division of Disbursement, Treasury Department. Makes cash payments to patients, employees, and cash replenishments to Teller and Imprest Fund Cashiers. These include withdrawals of cash from Personal Funds of Patients, both restricted and unrestricted accounts; mileage allowance of claimants and beneficiaries; payments from deposited funds of deceased patients to designated persons; petty cash purchases; and negotiable instruments drawn in favor of hospitalized competent beneficiaries. Administratively responsible for all Agent Cashier input into the Austin Finance Center and Treasury reports, reconciliation and all disbursements and receipts of cash instruments. Receives, deposits, and accounts for all collections received including monies collected from a variety of sources (temporary depository; individual patient deposits, institutional award payments, reimbursement and refunds from employees, payments from first party medication copayments and category C copayments collected from patients for the Medical Care Collection Fund (MCCF), commercial vendors, other government agencies and third parties, and general collections from sales.) All funds, cash and other negotiable items received at the facility are appropriately safeguarded and must be entered into FMS (Financial Management System) through the Agent Cashier Module of the Vista Based Accounts Receivable System. Maintains automated records and generates the reports and accounts required through the Vista/IFCAP system to ensure proper identification and deposits of funds. Determines the necessity and frequency of replenishing the cash advance in order that cash on hand is not depleted, avoiding disruption of cashier services. Makes cash advance to alternate cashiers, determines if the advance is sufficient to adequately carry out the disbursing function as required. Reporting and Accountability (30%) Responsible for the administration of pre-numbered accountable forms, determining the correct level of inventories, and ensuring the correct appropriations and fund symbols are used on all accountable forms. Balances accounts and advances daily to ensure that all disbursements and collections are properly accounted for; reconciles all withdrawals and deposits daily. Determines the need and time for replenishment of funds based upon amounts disbursed during previous periods and known future needs or pre-established schedules. Responsible for preventing access of unauthorized individuals to the Agent Cashier Office and maintaining and practicing appropriate security measures. Ensures against improper disclosure of the safe combination and ensures the combination is changed annually and in accordance with manual requirements. Administrative Duties (20%) Responsible for estimating and reporting on expected time of completion of work, maintaining records of work assignments, and preparing daily, monthly, and annual accountability reports and reconciliation reports. Resolves informal complaints from customers independently. Proactively offers recommendations to the supervisor to enhance workflow efficiency and identify opportunities for improved processes, ultimately supporting superior service delivery to all customers. Primary resource for answering cashier-related questions. Provides training on functions, procedures, regulations, and provides technical support to alternate cashiers. Performs other related duties as assigned. Work Schedule: Mon-Fri 7-1530 Virtual: This is not a virtual position. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/24/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Factor 1, Knowledge Required by the Position Level 1-3 (350 Points) Thorough working knowledge of sound accounting practices and banking industry standards and terminology. Thoroughly familiar with generally accepted accounting procedures (GAAP), VA financial policies and procedures, Department of Treasury regulations, interim issues, guidelines and other Government and banking publications, which relate to cash management operations and accountability to ensure compliance and recommend action. Factor 2, Supervisory Controls Level 2-3 (275 Points) Employee is under the supervision of the Chief Accountant for the performance of assigned duties as well as technical supervision of the Disbursing Officer at the Austin Financial Center (FSC). Performs daily assignments independently at a separate physical location from supervisor and resolves questions or problems based on past precedents and interpretation of policy and procedural guidelines, seeking assistance as needed. The supervisor provides little or no technical guidance concerning cash processing and teller procedures. The employee plans and schedules work assignments and those of Imprest fund cashiers to submit timely reports and meet applicable deadlines. Performance is measured by the end results attained, audits, and the effectiveness of service rendered. Factor 3, Guidelines Level 3-3 (275 Points) Guidelines are numerous and varied. The Agent Cashier/Teller is under the control of both the VA and the Department of Treasury. As such, guidelines consist of VA and VHA Policies and Procedures, Treasury Department Manual of Procedures and Instructions for Cashiers, Technical Bulletins, Decisions of Comptroller General, agency regulations and directives, established practices and procedures. A combination of regulations must be used at all times to apply the correct procedures. Employee is expected to be able to locate and apply guidelines when specifically applicable and refer to the supervisor when it is apparent that extensive deviation or interpretation is necessary. Factor 4, Complexity Level 4-3 (150 Points) In performance of the many complex and varied teller and cash control responsibilities of this position, the employee must determine many facts and conditions to know how to pursue each claim to ensure full payment on each account. The nature of the work involves the ability to quickly analyze various transactions. All transactions, whether deposits or disbursements, must be properly classified to the correct appropriation, fund and general ledger. The employee must determine many facts and conditions to know how to best pursue each transaction to ensure full payment on each account. The work requires the use of many different procedures due to transactions not being completely standardized, deadlines not being met, broad and varied assignments, or interrelated transactions which require extensive coordination with other personnel. The employee must investigate many sources of information to ensure that payment and other financial data is accounted for and recorded. The employee works with outside financial institutions, private companies and other service lines to resolve issues concerning the accounts for patients treated and admitted to the hospital. The employee decides what needs to be done by identifying the nature of the problem, question or issue, and determining the need for and obtaining additional information through oral or written contacts or by reviewing regulations and manuals. Using proper guidelines, the employee decides when to process replenishments, request money orders, balance accounts or prepare deposits. Employee must have a high degree of accuracy on all related items, and distinguish between appropriation fund allotment, Patient Funds, General Post Funds, Beneficiary Travel, Interest/Administrative fund and Treasury general funds. Factor 5, Scope and Effect Level 5-2 (75 Points) Employee plans and carries out cash management functions to improve the efficiency and productivity of veterans, employees, private organizations and administrative support activities. Identifies, analyzes and makes recommendations to resolve conventional problems and situations. Employee develops detailed procedures and guidelines to supplant established administrative regulations and program guidance. Completes reports and recommendations that affect decisions by managers concerning the internal cash management operations. The nature of the work is to ensure the control and reconciliation of all funds on deposit from Treasury and that cash flow and balances are properly maintained at a level to satisfy all needs of the VASTLHCS. The Teller provides all patients with a deposit account and has money available for their needs and determines the propriety of payments and deposits. Employee must be very flexible and able to determine priorities as to the individual needs of the medical center. The purpose of the Teller position is to handle all cash transactions for the medical center. The ultimate goal is to record all transactions properly and have cash available for certain business transactions involving patients and family members, employees and vendors. Technical care, skill, and precision of the work performed in this position directly impacts entries to the General Ledger accounts by the accounting section. Factor 6 & 7, Personal Contacts/ Purpose of Contacts Level 6-2b (75 Points) Employee maintains daily contacts with banking institutions, vendors, patients and family members, and employees. Also deals with employees and representatives from outside the medical center regarding disposition of private source checks. Confers with the Austin Finance Center Accountability Officer, auditors and Inspector General staff. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: clerical work in the receipt, disbursement, examination, deposit, custody, or other clerical processing of cash items, when this includes: direct handling of cash use of cash accountability control methods..
