Clearance Administrator, Bureau of Childcare

DEPT OF HEALTH/MENTAL HYGIENE

ONLY PERMANENT EMPLOYEES IN THE TITLE AND THOSE THAT HAVE TAKEN THE RECENT INVESTIGATOR EXAM #5083 ARE ELIGIBLE TO APPLY. Division/Program Summary The Bureau of Child Care ensures childcare services in New York City operate in compliance with the New York City Health Code and New York State Social Service regulations, monitors programs to protect health and safety, and works to improve and expand access to high‑quality services to support early childhood development. Position Summary The Investigator will serve as a Clearance Administrator who will conduct comprehensive background checks for childcare staff. Job Duties and Responsibilities Review background clearance applications for completeness and accuracy, and process all required checks within designated timeframes. Manage a caseload of background clearance requests for licensed and prospective childcare providers. Examine, analyze and verify records, documents, and other information. Draft determination letters and conduct related outreach to providers and staff of childcare programs regarding clearances. Provide technical assistance to childcare operators and staff regarding background clearances necessary to attain, renew or maintain a license to provide services. Ensure proper storage and handling of confidential information and update databases in accordance with protocols. Assist childcare providers by liaising between City and State agencies, community groups, parents and the general public related to Early Childhood Education. Minimum Qualifications A four‑year high school diploma or its educational equivalent and two years of satisfactory, full‑time experience as an investigator evaluating credit worthiness, searching for assets, verifying information concerning education, experience, and other personal qualifications bearing upon character and fitness for employment; or performing investigations involving the research, compilation and/or location of evidence or information in order to build a case or uncover activities of a criminal, corrupt, unlawful or unethical nature; or An associate degree or 60 semester credits from an accredited college; or Education and/or experience equivalent to "1" or "2" above. Undergraduate college credit can be substituted for experience on the basis of 30 semester credits, from an accredited college, for one year of full‑time experience. However, all candidates must have at least a four‑year high school diploma or its educational equivalent. Preferred Skills Excellent oral, written and interpersonal communication skills. Highly organized, strong attention to detail, and solution‑oriented. Ability to multitask in a fast‑paced environment. Working knowledge of childcare regulations desired but not required. Experience with data entry and querying large datasets a plus. 55a Program This position is also open to qualified persons with a disability who are eligible for the 55‑a Program.
