Utilities Compliance Specialist IIThe Utilities Compliance Specialist II is an advanced professional position responsible for coordinating and implementing regulatory compliance programs and laboratory support activities for the Utilities Department under the general direction of the Utilities Compliance and Laboratory Operations Manager. The position researches, analyzes, and implements federal, state, and local regulatory requirements affecting water, wastewater, reclaimed water, stormwater, groundwater, and related utility programs. Responsibilities include administering permits and compliance programs, coordinating monitoring and sampling activities, conducting regulatory investigations, evaluating compliance data, developing policies and procedures, supporting laboratory operations, and coordinating with regulatory agencies to ensure compliance with applicable laws and permit requirements.The position serves as a technical resource to Utilities staff by assisting with the development and implementation of new regulatory programs, providing compliance guidance and training, facilitating Effective Utility Management (EUM) and Lean Six Sigma initiatives, supporting safety and emergency preparedness programs, and coordinating public outreach and stakeholder engagement efforts. Work requires considerable independent judgment, technical expertise, analytical skills, and the ability to effectively manage multiple regulatory initiatives while supporting the Department's operational, environmental, and strategic objectives.Duties and ResponsibilitiesResearch, analyze, and interpret regulatory requirements, proposed legislation, permit conditions, and emerging regulatory issues; evaluate impacts on utility operations; and assist in the development, implementation, and continuous improvement of new and existing regulatory compliance programs, monitoring plans, standard operating procedures, ordinances, policies, guidance documents, and implementation strategies to ensure regulatory readiness and compliance.Coordinate and support utility regulatory compliance programs by administering permits, licenses, monitoring and sampling activities, laboratory coordination, inspections, audits, reporting requirements, corrective actions, enforcement responses, and compliance documentation to ensure adherence to applicable federal, state, county, and local regulations governing drinking water, wastewater, reclaimed water, stormwater, groundwater, and environmental programs.Conduct compliance investigations, evaluate permit exceedances and violations, perform root cause analyses, develop corrective action plans, and coordinate follow-up activities to resolve regulatory issues.Coordinate environmental studies, compliance projects, grant-funded initiatives, and special assignments; assist with grant research, application preparation, administration, and reporting requirements.Participate and support utility safety, security, emergency preparedness, incident response, continuity planning, FEMA coordination, and post-event assessments to ensure operational readiness and regulatory compliance during emergencies and natural disasters.Provide technical guidance and training to utility personnel on regulatory compliance, laboratory operations, monitoring requirements, and industry best practices to ensure operational readiness, regulatory compliance, and organizational resilience.Assist with the development, coordination, and implementation of public outreach, stakeholder engagement, educational initiatives, and communication programs related to utility projects, regulatory compliance, reuse, water conservation, environmental stewardship, public health protection, and large-user programs; prepare and deliver presentations, manage public awareness campaigns, and serve as a liaison with citizens, community organizations, and other stakeholders.Analyze compliance and operational performance data; lead continuous improvement initiatives utilizing Effective Utility Management (EUM), Lean Six Sigma, and industry best practices to improve regulatory performance, operational efficiency, and customer service.Supports the division procurement process by gathering and organizing project information, preparing preliminary documentation, coordinating with internal teams and vendors, tracking deadlines, and ensuring required materials are complete and accurate for timely processing for invoices.May serve as Laboratory Technical Director in the absence of the person responsible for that position.Occasional Fridays, evenings, and weekends in conjunction with special meetings and outreach events.Performs related duties as assigned.QualificationsEducationBachelor's degree from an accredited college or university in Environmental Science, Chemistry, Biology, Environmental Engineering, Public Health, or a closely related scientific field.Master's degree in Environmental Engineering, Environmental Science, Public Health, or a closely related field preferred.ExperienceAt least three (3) years of progressive experience in utilities compliance and laboratory operations, preferably involving water, wastewater, reclaimed water, and stormwater, including analytical work, quality assurance, and regulatory compliance; four (4) years of experience preferred.Experience using databases, reporting systems, or compliance management software preferred.A comparable combination of education, training, and experience may be substituted for the minimum qualifications.Licenses & CertificationsLean Six Sigma Green Belt certification, or ability to obtain within one (1) year of hire.Must meet FDOH and TNI criteria for Laboratory Technical Director.Valid Florida Driver's License.Ability to obtain FEMA NIMS certification through G-400.Key CompetenciesStrong understanding of federal, state, and local regulations governing water, wastewater, reclaimed water, stormwater, laboratory operations, and utility compliance.Familiarity with utility standards, codes, permitting, regulatory reporting, laboratory coordination, and quality assurance.Advanced proficiency with Microsoft Office, spreadsheets, databases, and reporting systems.Strong analytical, mathematical, organizational, communication, recordkeeping, and problem-solving skills.Capable of interpreting technical information, managing multiple priorities and deadlines, and leading or reviewing the work of others.Effective interpersonal skills for working with regulatory agencies, contractors, City staff, customers, and the public.Physical RequirementsWork is performed in office and field environments, including treatment facilities, construction sites, lift stations, utility rights-of-way, and other utility locations.Requires sitting, standing, walking, climbing, bending, kneeling, reaching, pushing, pulling, and navigating uneven terrain.May involve exposure to varying weather conditions, traffic, noise, odors, chemicals, biological hazards, confined areas, and construction activities.Occasional lifting and carrying of up to 20 pounds and driving throughout the City's service area for inspections, investigations, assessments, and site visits.Additional InformationWork Days/Hours : Monday – Thursday, 7:00 a.m. – 6:00 p.m.Job Status: ( X ) Full-time ( ) Part-time/temporaryDepartment/Number: Utilities Pay Plan/Grade: 50/26Position is open until filled.The City of Pompano Beach welcomes everyone who would like to become a member of our team and who wants to "Do Good".
