Program Specialist

The primary purpose of the Program Specialist working in local, state of federally funded programs, is to deliver high-quality, impactful programs at an out of school time program while building positive relationships with participants, parents and campus faculty and staff. Under the direction of the Project Director, provide subject matter expertise in family engagement, community engagement, accelerated learning, and summer learning. The Program Specialist will coordinate with the Project Director to lead a team facilitating programming that meets the terms and requirements of each funding source that supports the sites, as well as agency regional and area goals. The Program Specialist will ensure that all communications, marketing and budget directives are coordinated at all sites. Establish and maintain parent resource centers and program bulletin boards on each campus. The role is responsible for collaborating with the Project Director and other leaders in their area to provide regular updates and reporting on site action plans, financials, participant recruitment, staffing, observation and assessments and overall performance. The Program Specialist will build connections between the campuses, community learning centers, and partners to support implementation of high quality academic and enrichment activities, family engagement and program sustainability. The Program Specialist will also be responsible for leading and coaching the team of direct reports and orienting new staff to their program with the help of the program development team. This position is required to also lead summer and daytime enrichment programs.

Qualifications:

Education/Certification:

  • Bachelor's degree from accredited university preferred

Special Knowledge/Skills:

  • Ability to perform all job requirements satisfactorily and meet the Education/Experience, Personal Skills/Characteristics, Reasoning Ability, Physical Conditions, Work Environment and Environmental Conditions listed below
  • Strong communication and interpersonal skills.
  • Strong organizational skills and ability to plan, organize, delegate and prioritize tasks efficiently and effectively
  • Must be proficient with the use of workplace technology (i.e. computers and smartphones) with the ability to complete basic tasks including but not limited to; electronic lesson planning, sending and managing emails, navigating databases, keeping files and folders organized, using the Internet, and other basic functions.
  • General knowledge of assigned local regions and school districts preferred.
  • Must have reliable transportation.

Experience:

  • Must be at least 21 years of age with a valid driver's license or state issued ID.
  • GED or High School Diploma required.
  • Some college is preferred. Associates or Bachelor's degree in education, recreation, child development or related fields are highly considered.
  • Bilingual and Spanish speaking candidates are highly considered.
  • Experience working with groups of children ages 4-17.
  • A minimum of 2-3 years of prior experience managing small teams.
  • A minimum of 3 years of experience working in education, recreation, child development or out of school time programs.

Program Management:

  1. Coordinates parent and family program events/classes on each Texas ACE campus.
  2. Monitor participant attendance, facilitate parent/guardian pick-up process and provide support in maintaining attendance records.
  3. Oversee professional development, design, and implementation of family engagement activities that increase family literacy and meaningful connections to school-day learning.
  4. Support or lead the Texas ACE Steering Committees
  5. Assist in managing on site staff including observing academic and enrichment activities, staff attendance and performance.
  6. Support Site Coordinators in facilitating onsite weekly staff meetings, training, and daily huddles.
  7. Delivers and executes detailed plans for acquisition and management of supplies and materials.
  8. Delivers and executes area communications and marketing to staff, campus and parents, and partners.
  9. Trains and orients the on site portion of new hire training for new staff as required.
  10. Ensures that program grant outcomes are achieved and that programmatic survey instruments are deployed and collected by deadlines.
  11. Responsible for meeting all directives included in individual site and grant action plans for program improvement
  12. Oversee design and implementation of a robust and rigorous summer program that includes HQIM, HIT, or other school-day aligned academic support, high quality enrichment, and aligned family engagement.
  13. Identifies, assesses, establishes and maintains strategic relationships with school staff, faculty and administration.
  14. Identifies and participates in and with campus organizations
  15. Support Site Coordinator's in data collection and evaluation for federal and state reporting requirements and assist in completing reports.
  16. Ensures program meets all contract, grant and agency requirements.
  17. Follows all agency health and safety procedures.
  18. Plans and participates in observations, parent conferences and create plans for student success.
  19. Implements and guides staff in employing the agency behavior management model, strategies and practices.
  20. Provides accurate and timely delivery of program information and paperwork.
  21. Reports all critical incidents/accidents immediately to Project Director.
  22. Recognize and report all suspected, disclosed and/or confirmed cases of abuse and/and or neglect immediately as a mandated reporter.
  23. Learn, model and promote emotional intelligence skills.
  24. Organize, plan and deliver community, campus and family events.
  25. Manage vendors, contractors and club leaders that may be working within program
  26. Manage staffing situations as they occur on site including stepping into group management when necessary.
  27. Staff and facilitate district and agency enrichment and summer programs as required.
  28. Attend all required trainings, meetings and conferences.
  29. Provides translations for parents, schools, and community.
  30. Support and attend family and community events.
  31. Must be adaptable to meet the needs of the program, participants, and families in addition to working flexible hours to accommodate work in the evenings and on weekends.
  32. Follow district safety protocols and emergency procedures.
  33. Must be present regularly in person.

Supervisory Responsibilities:

  1. Assist Project Director in supervising and evaluating performance of the Site Coordinators, staff, activity instructors, and partners.

Environment: Work inside, may work outside; regular exposure to noise

Mental Demands: Maintain emotional control under stress; work prolonged or irregular hours
