Job Description Overview Our MMS Strategic Advisory Group is seeking a Principal Advisory Professional (Infrastructure Finance & Strategic Advisory). The role serves as a senior leader in financial and strategic advisory services focused on infrastructure, transportation, and energy markets. The incumbent provides advanced financial analysis, capital planning, and risk advisory to support major public and private investment decisions. This position combines deep expertise in federal funding programs, capital allocation, and macro‑financial modeling with advisory delivery across revenue generation, financing strategies, and public‑private partnerships (P3s). The professional acts as both a client advisor and market‑facing leader, originating work and delivering complex engagements that influence multi‑billion‑dollar infrastructure investment programs. Responsibilities Financial Advisory & Capital Strategy Lead development of advanced financial models for infrastructure investments, including revenue forecasting (user fees, grants, availability payments, system revenues), capital planning and lifecycle investment strategies, and portfolio‑level financial performance and risk analysis. Advise clients on funding and financing strategies, including federal programs, grants, and structured capital approaches. Apply stochastic modeling, stress testing, and macroeconomic analysis to assess financial sustainability and risk exposure. Public Sector & Infrastructure Investment Advisory Provide trusted guidance to transportation agencies, utilities, and public‑sector clients on capital allocation strategies, program‑level financial oversight, and grant compliance. Develop and evaluate business cases for major capital programs, incorporating economic, financial, and policy considerations. Ensure alignment with regulatory and governmental funding frameworks (e.g., DOT, GASB). Public‑Private Partnerships (P3) & Value for Money Lead or support development of value for money (VfM) analyses, P3 delivery models, and commercial structures. Create risk allocation frameworks and financial evaluation models. Advise clients on procurement strategy, financial structuring, and evaluation processes. Integrate risk modeling and financial stress testing into P3 decision‑making. Revenue Generation & Financial Structuring Provide advisory on revenue optimization strategies, including user‑based revenue models (tolls, fares, usage fees) and hybrid funding structures that combine public and private capital. Evaluate financial impacts of policy, regulatory, and economic changes on infrastructure revenue streams. Develop portfolio‑level insights and dashboards to support executive decision‑making. Energy & Clean Infrastructure Advisory Support advisory engagements for energy and decarbonization initiatives, including financial modeling of renewable energy investments. Provide commercial structuring and evaluation for power purchase agreements (PPAs). Analyze energy procurement and long‑term cost optimization strategies. Advise large institutional clients on energy‑related capital planning and financing approaches. Business Development & Market Leadership Actively participate in origination and capture of advisory work, developing client relationships at executive levels. Support proposals and lead financial components of pursuits. Position the firm for opportunities in federal and state infrastructure funding programs, large‑scale capital investment advisory, emerging energy transition markets, and data, analytics & decision support. Data Analytics & Decision Support Lead development of advanced analytics and visualization tools (e.g., Power BI dashboards) for portfolio oversight, risk identification, and executive‑level reporting. Translate complex financial data into clear, actionable insights for leadership and stakeholders. Leadership & Collaboration Provide guidance and mentorship to analysts and advisory staff across financial and technical disciplines. Collaborate across engineering, program management, and advisory teams to deliver integrated solutions. Develop internal financial advisory tools, frameworks, and standards. Lead engagements involving large‑scale, highly complex financial and capital planning challenges, influencing major investment decisions and policy outcomes. Qualifications Bachelor’s degree in Finance, Economics, or a related field (Master’s preferred; applied economics strongly aligned). 15+ years of experience in infrastructure finance, public‑sector advisory, capital planning, and portfolio oversight. Advanced financial modeling, stress testing, and risk analytics expertise. Deep understanding of public‑sector funding and capital allocation. Experience advising on multi‑billion‑dollar programs or portfolios. Strong data analytics and visualization capabilities (Power BI, Excel). Executive‑level communication and stakeholder engagement skills. Knowledge of P3 frameworks, VfM analysis, and infrastructure finance (preferred/expanding). Familiarity with energy markets and PPA structuring (growing capability area).
