Position Overview The EHS & Facilities Manager is responsible for leading the Environmental, Health & Safety, Facilities, and Maintenance functions for the Elmira manufacturing facility. This role provides leadership and oversight of the Maintenance Department while ensuring the safe, reliable, and efficient operation of plant equipment, building systems, utilities, and facility infrastructure. The position also leads site EHS programs and is responsible for maintaining compliance with applicable federal, state, and local environmental, health, and safety requirements. The EHS & Facilities Manager partners closely with Operations, Engineering, Human Resources, Quality, Supply Chain, Finance, and other functions to support employee safety, equipment reliability, regulatory compliance, production requirements, capital planning, and continuous improvement. Key Responsibilities Lead and administer site EHS programs in compliance with applicable OSHA, EPA, NYS DEC, and other regulatory requirements. Develop, implement, and maintain EHS policies, procedures, programs, and safe work practices. Conduct and oversee safety inspections, job safety analyses, risk assessments, and workplace hazard evaluations. Ensure appropriate programs and controls are maintained for lockout/tagout, machine guarding, PPE, hazard communication, ergonomics, chemical handling, and other industrial hazards. Lead incident and near-miss investigations, root-cause analysis, corrective-action development, and follow-up. Maintain required OSHA records and EHS metrics. Lead emergency preparedness, evacuation planning, drills, and related response activities. Develop and coordinate employee safety and environmental training. Promote a proactive safety culture through employee engagement, communication, visibility, and accountability. Lead environmental compliance programs including hazardous waste management, spill prevention, chemical management, air emissions, wastewater, and other applicable requirements. Maintain required permits, inspections, environmental records, and regulatory reports. Ensure proper storage, labeling, handling, and disposal of hazardous and regulated materials. Coordinate environmental inspections and support interactions with regulatory agencies. Identify compliance risks and ensure timely corrective action. Lead the Maintenance Department and oversee the installation, maintenance, troubleshooting, and repair of manufacturing equipment, machinery, and auxiliary systems. Establish priorities for preventive, predictive, and corrective maintenance based on safety, production needs, equipment criticality, and business requirements. Monitor equipment reliability, downtime, recurring failures, and maintenance performance. Partner with Operations and Engineering to evaluate equipment needs, repair trends, and improvement opportunities. Support equipment installation, relocation, commissioning, and decommissioning activities. Identify opportunities to improve equipment reliability and reduce unplanned downtime. Facility Infrastructure & Utilities Ensure the facility, building systems, grounds, and infrastructure are maintained in a safe and reliable condition. Oversee industrial utilities and facility systems, including electrical, natural gas, water, plumbing, HVAC, compressed air, fire protection, and related services. Coordinate inspections and maintenance of facility and life-safety systems. Identify infrastructure risks and recommend maintenance, repair, or capital improvements. Support energy-management and utility-cost improvement initiatives. Coordinate and manage outside contractors and service providers, including HVAC, rigging, building and grounds, janitorial, security, waste management, and other facility-related services. Develop scopes of work, coordinate scheduling, and monitor contractor performance. Ensure contractors comply with Company safety requirements and site procedures. Coordinate emergency repair and facility-support services as needed. Capital Projects & Budget Management Develop and manage Facilities, Maintenance, and EHS operating budgets. Identify capital requirements related to equipment reliability, facility infrastructure, safety, and regulatory compliance. Prepare and support Capital Expenditure Requests based on business needs. Lead or support facility, maintenance, equipment, and EHS capital projects. Develop project scopes, budgets, schedules, and contractor requirements. Monitor project execution to support safe, timely, and cost-effective completion. Lead, coach, and develop Maintenance and other assigned Facilities/EHS personnel. Establish clear responsibilities, priorities, performance expectations, and accountability. Provide direction regarding work methods, schedules, safety requirements, policies, and job responsibilities. Identify training and development needs and support cross-training and succession planning. Address employee performance and workplace concerns in partnership with Human Resources. Promote teamwork, safety, accountability, and continuous improvement. Cross-Functional Leadership Partner closely with Operations, Engineering, HR, Quality, Supply Chain, Finance, and other departments. Communicate significant EHS, maintenance, equipment, regulatory, or facility risks to appropriate leadership. Balance production requirements with employee safety, regulatory compliance, equipment reliability, and long-term facility needs. Participate in operational planning, problem-solving, and continuous-improvement initiatives. Qualifications Bachelor's degree in Environmental Health & Safety, Engineering, Industrial Technology, Facilities Management, or related discipline preferred; equivalent education and relevant experience will be considered. 7-10+ years of progressive experience in EHS, industrial maintenance, facilities management, or related manufacturing operations. 5+ years of leadership or supervisory experience preferred. Demonstrated experience working in a manufacturing or industrial environment required. Experience leading industrial maintenance and/or facility operations strongly preferred. Working knowledge of OSHA requirements and industrial safety programs required. Knowledge of applicable environmental regulations, including EPA, RCRA, SPCC, and NYS DEC requirements preferred. Experience with machine safety, lockout/tagout, machine guarding, hazard communication, PPE, and other industrial safety programs. Experience managing outside contractors and supporting capital projects. Experience with industrial utilities, building systems, and facility infrastructure strongly preferred. CSP, ASP, CHMM, CFM, or other relevant professional certification preferred. Strong EHS leadership and regulatory-compliance knowledge. Strong understanding of industrial maintenance, equipment reliability, and preventive maintenance. Knowledge of facility infrastructure, utilities, HVAC, electrical, plumbing, compressed air, and fire-protection systems. Strong leadership, coaching, and people-development skills. Ability to manage projects, budgets, contractors, and competing priorities. Strong analytical and problem-solving abilities. Effective written and verbal communication skills. Strong organizational skills and ability to operate effectively in a fast-paced manufacturing environment. Proficiency with Microsoft Office and maintenance/EHS tracking systems. Strong judgment, integrity, and ability to appropriately escalation significant safety or compliance concerns. Pay Range: $105,000-$135,000 annually Actual compensation will be based on experience, qualifications, EHS expertise, industrial maintenance and facilities background, certifications, and leadership experience.
