Senior Configuration Management Analyst- Crystal City, VA

Position Description & Qualifications Serco is excited to continue supporting the F-35 Joint Strike Fighter Program Office (JPO). This contract provides program management support in support of the full acquisition lifecycle of the F-35 program, to include development, production, and sustainment. Our Senior Configuration Manager, located in Crystal City, VA, supports the F-35 JPO Directorate of Acquisition and Affordability (DA&A). Team members are responsible for providing support in DA&A by managing JPO functions as they relate to business operations, foreign compliance, process improvement, affordability, requirements, and acquisition. The Senior Configuration Manager supports the management and approval of configuration management/data management by the Joint Capability Requirements Board (JCRB) and the Joint Capability Control Board (JCCB). You will be part of a dynamic team of F-35 JPO staff at Crystal City, VA who work closely with the customer and other key F-35 National Security and Allied stakeholders to deliver quality F-35 systems. Key Responsibilities Attend and/or administer F-35 technical meetings (virtual and site meetings). Provide data recording and analysis of F-35 configuration. Develop written guidance and procedures for file management in accordance with AFI. Provide other deliverables as directed by the CM Government Lead. Provide detailed documentation management of the F-35. Review and provide analysis of air system change management to include modifications, action requests (AR), software problem and anomaly report (SPAR), deficiency report (DR) and change requests (CR) and track through contractor and government approval boards. Assist Systems Engineer in the analysis of all contractor provided design documentation. Support and manage coordination with USAF agencies to develop a single service position for the Joint Strike Fighter Program Office (JSFPO). Support preparation of both Unclassified and Classified F-35 briefings to General Officer level USAF stakeholders as directed by the Government Lead. Review and comment on JPO databases to include CMPro, and develop and maintain file management systems for historical tracking in accordance with AFI. Leadership & Team Management Responsibilities Lead, mentor, and develop a team of 10+ personnel in a structured environment. Set priorities, assign workloads, and balance team capacity across competing demands. Build a collaborative, accountable, and high‑performing team culture. Resolve conflicts and manage employee performance with coaching, feedback, and corrective actions. Organize multiple CM activities simultaneously. Develop and enforce processes, standard operating procedures (SOPs), and workflows. Track team performance metrics and ensure deliverables meet schedule, cost, and quality expectations. Identify and mitigate risks related to CM processes and team execution. Communicate direction, expectations, and priorities to diverse teams. Interface with senior leadership, customers, and cross‑functional teams. Write status reports, issue logs, and recommendations. Translate technical CM issues into actionable insights for leadership. Staff, onboard, and train team members. Forecast resource needs and adjust team structure as required. Manage time and delegate to maximize productivity. Qualifications Provide onsite support at the F‑35 Joint Program Office (JPO) in Crystal City, VA at least 2 days per week, up to 5 days per week as required by the customer. Maintain an active DoD Secret security clearance. Hold a Master’s degree and a minimum of 4 years (required) out of the prior 8 years (desired) of program experience including aircraft systems configuration management. Or hold a Bachelor’s degree and 12 years of program management experience including aircraft systems configuration management. Experience in program management, technical, or business analysis. Demonstrated experience in configuration management processes—identification, control, audit, status, DoD policies, procedures, review cycles, instructions, standards, and engineering change evaluations. Demonstrated CM experience with development, production, ancillary equipment, ground support equipment, test & evaluation, and fleet operations of a DoD and international acquisition aircraft program. Experience evaluating Major Variance Requests, Specification Change Notices, Engineering Change Requests/Proposals, Manufacturing Build Records, Sustainment as Maintained Records and other documents. Provide guidance and assistance in configuration management and change control, ensuring all Class I (Major) changes and variances are correctly processed and dispositioned. Collect and maintain process metrics and reporting techniques to comply with DoD level Data Management Program policies and procedures. Travel up to 10%. Obtain Key Position Resume approval from the customer. Additional Desired Experience and Skills Experience with CMPro. Thorough knowledge of MS Office (Teams, Word, Excel, PowerPoint, Outlook, Access). Strong team‑lead skills.
