PROGRAM SUMMARY
Beginning July of 2026, all Behavioral Health Plans in California will be required to implement High-Fidelity Wraparound (HFW) to fidelity under the Full Service Partnership (FSP) program. All FSPs for children and youth must align with the principles, values, and standards of the HFW model.
HFW provides a comprehensive, holistic, evidence-based, child/youth and family-driven process for responding when children and youth experience significant mental health or behavioral challenges, including children and youth involved in multiple child/youth serving systems. HFW is a team-based and family-centered evidence-based practice that includes an "anything necessary" approach to care for children and youth with the most intensive mental health or behavioral challenges.
The HFW model combines a team-based case management and facilitation approach with individualized and community-based mental health services and supports tailored to meet the individualized needs of the child/youth and family.
POSITION SUMMARY:
The Clinical Supervisor ensures the clinical integrity of the services provided to youth and families, while supporting staff development and high fidelity system alignment.
This licensed practitioner plays a critical dual role:
- Supervising and mentoring Associate Clinicians as they pursue licensure.
- Providing clinical consultation and oversight across the Wraparound team, ensuring that interventions are trauma-informed, strengths-based, and culturally respectful and relevant.
The Clinical Supervisor ensures that Wraparound services adhere to federal and state regulatory standards, including Medi-Cal documentation and audit readiness. This role also fosters interagency collaboration and contributes to organizational capacity-building through training, reflective supervision, and quality improvement efforts. This position is expected to rotate providing back up support/consultation to on-call staff.
EDUCATION, LICENSURE AND TRAINING
- Active, unrestricted California licensure as an LMFT, LCSW, or LPCC
- Meets BBS criteria for supervising Associate Clinicians, including:
- Minimum of two years of licensure within the past five years
- Active psychotherapy practice in the last two years
- Completion of 15 hours of supervision training prior to commencement of supervision
- Compliance with the Supervisor Responsibility Statement
Must qualify as a Licensed Practitioner of the Healing Arts (LPHA) and Medi-Cal Specialty Mental Health Services (SMHS) provider, in accordance with Welfare and Institutions Code (WIC) Section 4096.6
- Ongoing compliance with licensure CEUs and updates to BBS supervision requirements
- Valid CA driver’s license and proof of automobile insurance.
- Completion of CPR/First Aid/ProACT certification within the first thirty (30) days of employment.
Preferred Training/Experience in one or all of the following Evidenced Based Practices:
- High Fidelity Wraparound (HFW)
- Intensive Case Management (ICM)
- Parent-Child Interaction Therapy (PCIT)
- EMDR
- TF-CBT
- DBT
JOB DUTIES & RESPONSIBILITIES:
Supervision and Clinical Oversight
- Provides individual and group clinical supervision to enhance knowledge and skills surrounding diagnosis, evidenced based treatment, legal and ethical considerations, and the wraparound principles.
- Remain well versed in the guidelines of governing boards (Board of Behavioral Sciences, Board of Psychology) and ensure practices following statutes and regulations.
- Align team around common objective in order to ensure contract and organizational policies are upheld.
- Ensure staff documentation, assessments, and paperwork meet all standards for compliance, productivity, and timeliness.
- Review and prepare staff performance evaluations and facilitate disciplinary measures as needed.
- Develop and maintain productive working relationships with State/County agency representatives and community partners. Participate in all required meetings.
- Oversee clinicians and HFW Program Supervisors.
Program Fidelity and Leadership
- Partners with the Wraparound Manager/Supervisor in program design, implementation, sta? coaching, and ?delity monitoring
- Participates in quality improvement e?orts in alignment with the CA Wraparound Standards and ?delity assessment tools (e.g., WFI-EZ, TOM)
- Supports integration of clinical goals and documentation with Wraparound practice elements (strengths, needs, vision, and cultural identity)
Systems Collaboration and Representation
- Builds and maintains partnerships with community-based services, mental health agencies, and county system partners
- Attends interagency and community meetings to advocate for needs, supports, and alignment
- Collaborates in developing individualized and culturally relevant aftercare and transition plans that are sustainable and inclusive of natural supports and Tribal partners in the case of an Indian child

PHYSICAL REQUIREMENTS:
- Ability to drive a motor vehicle without restrictions, often in heavy traffic and frequently long distances (one hour or more) to ensure safe transport to client settings and to safely transport clients to appointments as needed.
- Senses of vision, hearing and smell sufficient to regularly operate a motor vehicle, to visualize threats in the environment or risks to clients, and to operate safely in the field.
- Required to occasionally lift and carry 10-20 pounds.
- Regularly required to sit, stand, climb stairs (1 or more flights) and walk while in route to and during family visits.
- Regularly required to sit and use computer in office settings.
