Senior Preconstruction Manager

We are seeking an experienced Senior Preconstruction Manager to lead the planning, coordination and commercial development of complex construction projects from early opportunity through to contract award. This role will work closely with clients, consultants, design teams, estimators, planners and construction personnel to establish deliverable, commercially viable project solutions. You will be responsible for setting preconstruction strategies, managing tender programmes and ensuring that risks, costs, buildability and quality are properly assessed at every stage.

Key responsibilities will include reviewing project requirements and procurement documents; leading estimating, value engineering and design development activities; coordinating subcontractor and supplier engagement; preparing budgets, cost plans, tender submissions and contract recommendations; and maintaining accurate risk, opportunity and change registers. You will chair progress and design review meetings, provide clear reporting to senior stakeholders, and support negotiations with clients, consultants and project partners. The successful candidate will also help develop standard processes, mentor junior team members and contribute to continuous improvement across preconstruction operations.

Applicants should have substantial experience in a preconstruction, estimating, commercial or project development role within the construction or property sector, ideally with a proven track record of managing major or technically complex schemes. Strong knowledge of construction methodologies, procurement routes, contract principles, cost planning and programme development is essential. You will need excellent communication, negotiation and analytical skills, with the ability to interpret technical information and present recommendations clearly. A commercially focused, collaborative and highly organised approach is required, together with the confidence to manage competing priorities and influence decisions at senior level. Relevant professional qualifications or membership of a recognised industry body would be advantageous.
