Today, We Are Looking For

The Manager, Public Policy supports the development, coordination, and execution of the Greater Houston Partnership’s public policy communications and advocacy materials. This role translates complex policy issues into clear, accurate, and audience-appropriate content that advances the Partnership’s advocacy priorities and keeps members, elected officials, government staff, coalition partners, and other stakeholders informed and engaged.

The Manager will oversee recurring policy communications, develop advocacy materials and other deliverables, and coordinate closely with the Partnership’s Marketing and Communications team to ensure consistency in messaging, brand, and timing. This position will also help manage communications across coalitions and external partnerships, creating dependable processes that support timely and consistent engagement.

The ideal candidate is an excellent writer and thoughtful collaborator who is intellectually curious, interested in a broad range of public policy issues, and familiar with federal, state, and local legislative and governmental processes. This individual should be comfortable using emerging technologies, including artificial intelligence, to strengthen content development, improve efficiency, and support the division’s communications workflow.

Primary Duties and Responsibilities 

The following responsibilities are essential to job performance:

Policy Communications

• Develop, edit, and distribute recurring Public Policy Division communications, including:
  • Weekly legislative session updates 
  • Quarterly Women in Government Relations newsletter 
  • Quarterly Chamber of Commerce & Coalition newsletter 
  • Policy committee newsletters and updates 
  • Communications to elected officials and government staff 
• Translate complex policy issues, legislative developments, and advocacy priorities into clear and compelling content for a range of internal and external audiences. 
• Maintain an editorial calendar for policy communications and coordinate deadlines, reviews, approvals, and distribution. 
• Ensure policy communications are timely, accurate, consistent, and aligned with the Partnership’s positions and organizational voice. 
• Monitor legislative and policy activity to identify relevant developments, content opportunities, and stakeholder communication needs. 

Advocacy Content and Deliverables

• Draft and edit one-pagers, policy summaries, advocacy letters, position statements, talking points, presentations, briefing materials, meeting summaries, and other deliverables as needed. 
• Work with policy subject-matter experts to develop content that accurately communicates the Partnership’s positions and desired policy outcomes. 
• Tailor content and messaging for members, policymakers, government staff, coalition partners, business leaders, and the broader community. 
• Maintain organized files and an accessible library of approved policy messaging, communications, and advocacy materials. 

Collaboration and Coordination

• Serve as the Public Policy Division’s primary liaison to the Marketing and Communications team for policy-related content, publications, and campaigns. 
• Coordinate content development, review, production, and distribution across the Public Policy and Marketing and Communications teams. 
• Collaborate with policy colleagues to understand their issue portfolios, communication needs, and upcoming priorities. 
• Provide communications and content-development assistance to designated team members, including the Policy Engagement Senior Director and Coordinator. 
• Help ensure alignment between policy communications, member engagement activities, advocacy campaigns, and broader organizational messaging. 

Coalition Communications

• Coordinate communications for coalitions and partner organizations supported by the Public Policy Division. 
• Develop consistent processes and schedules for coalition updates, meeting communications, advocacy materials, and stakeholder outreach. 
• Draft and distribute coalition communications in coordination with internal policy leads and external partners. 
• Maintain appropriate contact lists, distribution groups, templates, and records of coalition communications. 
• Help ensure coalition members receive timely, consistent, and actionable information. 

Artificial Intelligence and Content Innovation

• Use approved artificial intelligence tools to support first drafts, content outlines, research synthesis, message adaptation, and other appropriate communications tasks. 
• Help develop repeatable AI-assisted workflows or agents that improve the speed and consistency of recurring policy communications. 
• Apply professional judgment and human oversight to all AI-assisted work, verifying facts, legislative information, organizational positions, tone, and audience appropriateness before content is distributed. 
• Protect confidential, sensitive, and proprietary information when using AI or other technology platforms. 
• Identify opportunities to improve the division’s communications processes through new tools, templates, automation, and workflow enhancements. 
• Stay informed about emerging communications technologies and recommend responsible applications that support the division’s work.

Requirements:

Knowledge, Skills, and Abilities

• Strong interest in public policy, government affairs, advocacy, or legislative communications.
• Strong written communications skills, ability to handle content development, write and edit for various audiences, both internally and externally. 
• Ability to tailor content, tone, and level of detail for different audiences and communication channels.
• Strong interpersonal communication skills, working collaboratively with others, and relationship building. Must be comfortable with presenting to and/or interacting with colleagues and external partners.
• Demonstrated ability to work well in a fast-paced, deadline-oriented environment with limited supervision.
• Strong planning and organizational skills, detailed-oriented, and ability to handle multiple projects at one time. 

Education Requirements

Bachelor’s degree preferred.

Required Experience 

2-3 years’ experience in government, public policy, political campaigns, legislative advocacy, and/or government affairs is required.

Physical Requirements

• Good vision and hearing acuity (with adaptive aids if necessary).
• Manual dexterity and skillful use of computer keyboard.
• Physical exertion includes bending, pushing, standing, and walking. Must be able to move or lift approximately 25 pounds on occasion. 

Mental and Aptitude Requirements

• Job requires the ability to hear, see, and talk; analytical, conceptual, problem-solving, planning, and decision-making skills.
