Position Overview Serves as Evaluation and Monitoring Manager in the Office to Prevent and End Homelessness (OPEH). Oversee research and program improvement projects related to statewide homelessness prevention and services in the absence of the Research Administrator. Works closely with state agencies and programs, often with the FCS Office of Stability on homelessness and supportive housing programs such as updating program standards, monitoring the rollout of pilot programs and documenting learnings, etc. Develops comprehensive projects that involve analysis of data relative to the prevention and ending of homelessness in the State of Illinois. Designs and oversees the evaluation of homelessness prevention services and intervention programs. Works with the IDHS Family and Community Services (FCS) Division to improve data collection for and analysis of homeless prevention, homeless services, and housing programs. Completes the Office’s Evaluation and Monitoring work including proposals, planning meetings, reviewing performance and project deliverables, reviewing correspondence and reports and other relevant documentation. OPEH is a statewide office which works across State agencies and is housed within IDHS. OPEH’s mission is to coordinate State of Illinois agency strategies and investments and to partner with the community to build a strong safety net and permanent housing for Illinoisans facing homelessness and housing insecurity. Essential Functions Serves as Evaluation and Monitoring Manager. Designs and oversees the evaluation of homelessness prevention services and intervention programs. Works closely with state agencies and IDHS divisions, including, but not limited to, the Division of Family and Community Services (FCS)’ Office of Housing Stability, to improve data collection for and analysis of homeless prevention, homeless services, and housing programs. Completes the Office’s Evaluation and Monitoring work including proposals, planning meetings, reviewing performance and project deliverables, reviewing correspondence and reports and other relevant documentation. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above. Minimum Qualifications Requires knowledge, skill, and mental development equivalent to completion of four (4) years college with course work in a social or human services field. Requires three (3) years progressively responsible administrative experience in a health or human services organization related to housing or homelessness. Preferred Qualifications Three (3) years of professional experience working on complex research projects including developing research questions and quantitative and qualitative research methods. Three (3) years of professional experience managing project plans, working with principles and methodologies of those projects and communicating with a large variety of stakeholders and preparing and delivering findings to a range of audiences. Three (3) years of professional experience developing and implementing monitoring tools and processes for housing or homeless services programs to ensure program compliance. Three (3) years of professional experience working with homeless services, housing or homelessness advocacy, homeless-dedicated housing programs, homeless or housing research. Three (3) years of professional experience analyzing a program’s performance and communicating policy and programmatic change recommendations based on findings. Three (3) years of professional experience using verbal and written communication skills to present technical information and training to both technical and non-technical end users, using the softer change management skills necessary to help stakeholders adapt, adopt and benefit from changes.
