POSITION DESCRIPTION
The Case Manager coordinates outreach and engagement to people experiencing homelessness throughout the City of Fife. The incumbent will work directly with participants on barrier reduction. This program serves the above population, performs job duties throughout the City of Fife, and is based out of the Fife Community Center.
Duties include:
ESSENTIAL DUTIES
Under general supervision and direction from the Parks, Recreation, and Aquatics Director, the Case Manager will support the unhoused and underemployed through field training and coordinate with agencies to help individuals needing services, resources, and treatment. This position will provide intensive case management for participants, concentrating on mental health, substance abuse, and other individualized barriers. The case manager will work closely with the community navigator on a unique barrier reduction plan for the participant's success. Duties and responsibilities include, but are not limited to, providing direction directly or indirectly to individuals participating in the Jobs Program through street outreach efforts; monitoring program performance and compliance with ordinances, codes, regulations, and laws. The case manager may be responsible for transportation (to appointments, planning and managing work site performance, conducting training sessions, and general support of the micro-housing units (the Village) There may also be involvement and communications with other jurisdictions, businesses, and the public.
The case manager will have daily contact with city employees and community citizens. In addition, they will be expected to present themselves in a manner creditable to the city in all contacts with any individual, agency, court, or jurisdiction with which they may come in contact.
MINIMUM REQUIREMENTS While requirements may be representative of minimum levels of knowledge, skills, and abilities, to perform this job successfully, the incumbent will possess the abilities or aptitudes to perform each duty proficiently.
An associate degree in social work, human services, behavioral health, or a related field is preferred.
Equivalent combinations of education and experience that provide the required knowledge, skills, and abilities may be considered.
Must possess a valid Washington State driver's license and maintain a driving record acceptable to the City's insurance carrier.
Must pass a comprehensive background check.

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
Work is performed both in an office setting and in the community. The case manager will be required to regularly perform normal duties in inclement or severe weather conditions. The employee may have exposure to hazards such as chemicals, insect stings, and temperature extremes. The employee may also have exposure to blood and communicable disease. A case manager may expect to encounter hostile or violent individuals and may be subject to verbal and/or physical attack or assault from such individuals. Tasks may require the employee to wear protective clothing or equipment. Work is performed with considerable independence.
PHYSICAL REQUIREMENTS
Work is performed both in an office setting and in the field. Must have visual acuity. Must be able to hear, understand, and operate a two-way radio communication device.
The case manager may encounter emergency situations that may require rapid evacuation of an area to avoid personal injury or assist other individuals and must therefore have the physical ability to walk and run.
Any combination of experience and training that provides the desired skills, knowledge and abilities may be considered.

NON-REPRESENTED EMPLOYEE BENEFITS SUMMARY
The City of Fife provides excellent medical, dental and vision plans for the whole family; 14 paid holidays, paid leave that increases with years of service; and participation in the Public Employees' Retirement System (PERS). Medical Coverage : The City offers Regence or Kaiser High Deductible Medical coverage and contributes to a Health Savings Account (HSA) or VEBA for eligible employees and their families. Medical, Dental and Vision premiums are 95% paid by the City for employee and dependents. The HSA/VEBA annual contribution is $2,500 for employees enrolling only themselves in medical and $4,000 for employees enrolling themselves and one or more dependents in medical. This benefit will be paid in accordance with IRS guidelines. The annual contribution will be made on January 25th of each year and will be pro-rated based on start date for new hires. The City also funds a Health Reimbursement Arrangement (HRA) for medical expenses incurred after meeting the plan deductible. Employees will have access to an HRA to cover medical expenses in excess of their deductible in the amount of $3,000 for employee only and $6,000 for family blend per calendar year.
Dental Coverage : Delta Dental with Orthodontia rider or Willamette Dental insurance is provided for eligible employees and their families.
Vision Coverage : VSP with second-pair rider is provided for eligible employees and their eligible dependents.
$400 opt-out : If a non-represented employee has other medical insurance coverage through another provider, they may opt-out of our coverage and receive an additional $400 per month. Dental and vision insurance coverage will continue at no cost to the employee. Life Insurance Plans : The City provides basic life insurance of $20,000 at no cost for eligible employees. Employees can add additional amounts of life insurance as desired. The City also provides long-term and short-term disability plans for all eligible employees.
Deferred Compensation 457(b) : Income can be set aside on a pretax basis and invested for supplementation of normal retirement income. All employees can pick from MissionSquare (ICMA) or Empower (Edward Jones). City does not pay into program for employee. Employee's option to participate Retirement : All employees of the City, except members of the Police are included in the Public Employees' Retirement System (PERS). Police Officers are included in the DRS LEOFF2 plan. For more information about DRS including current rates visit: drs.wa.gov Paid Leave : City employees are entitled to receive paid holidays, sick leave banks, vacation leave and personal holidays depending on the appointment type. Regular full time employees earn 8 hours of sick leave each month and earn vacation leave starting at 12 day per year in the first year of service and increases with additional years of service.
Vacation Benefit : Accrual rate is eight (8) hours per month for the first year, plus one additional eight (8) hours per year thereafter, up to a maximum accrual of two hundred forty (240) hours per year. Annual carry-over (not to exceed) two years' equivalent amount of current accrual rate, as of each January 1. Accrued vacation not used at termination, paid at full rate.
Sick Leave: Eight (8) hours per month up to a maximum of 1600 hours. Accrued sick leave not used at termination, paid at the following rate:
1st 50 days = 25%
2nd 50 days = 50%
3rd 50 days = 75%
4th 50 days = 100%
Payment can be made to the employee's VEBA account. There will be no further consideration given for over two hundred (200) days. Holidays: Fourteen (14) days per year as follows:

- Work collaboratively with internal and external resources to establish relationships that build and maintain trust; cultivate business relationships with participants to increase the program's education, communication, and understanding and increase voluntary community participation.
- Work with the Parks division and other city departments to provide support and opportunities to contribute to the benefit of the city. Assists with special projects, programs, and events in various capacities.
- Effectively use strong interpersonal and communication skills in a tactful, patient, and respectful manner, both orally and in writing, with program participants, other city employees, the city manager, the council, and citizens from diverse backgrounds.
- Use standard office practices, processes, procedures, and business etiquette effectively.
- Work directly or indirectly with the community navigator program manager and other case managers to develop a comprehensive case manager plan to reduce barriers to participants in the Jobs Program.
- Develop and conduct presentations to the city council and other stakeholders and attend various meetings and other events related to the program.
- Exercise sound and ethical judgment in the decision-making processes required of the position.
- Work effectively under pressure and with frequent interruptions.
- Complete work and projects in a thorough and timely manner.
