DESCRIPTION OF WORK

This role supports the fiscal operations of the Armstrong County Children, Youth, and Family Services by guiding daily accounting work, reviewing budgets, and overseeing financial reporting. As a County Fiscal Officer 1, you will perform the following duties: Accounting Tasks: Prepare daily entries, reconciliations, and reports for revenue and accounts receivable Budget Review: Monitor program budgets, receipts, and spending to support agency oversight Invoice Processing: Examine provider invoices and submit them for payment Payroll Oversight: Supervise payroll preparation and direct its submission to the county controller Financial Reporting: Produce or supervise fiscal documents and federal, state, and county reports Contract Monitoring: Support the development and fiscal tracking of agreements and contracts Work Schedule and Additional Information: Full-time employment Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch. Telework: You will not have the option to telework in this position. Salary: In some cases, the starting salary may be negotiable. REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements: Two years as a Fiscal Technician and six college credits in accounting; or Five years of bookkeeping experience and six college credits in accounting; or Three years of accounting and/or budgetary experience and a business related associate's degree that includes six college credits in accounting; or One year of accounting and/or budgetary experience and a business-related bachelor's degree that includes six college credits in accounting; or An equivalent combination of experience and training that includes or is supplemented by six college credits in accounting. You must be able to perform essential job functions. Legal Requirements: You must pass a background investigation. This position falls under the provisions of the Child Protective Services Law. Under the Law, a conditional offer of employment will require submission and approval of satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.
