EOE/M/F/D The Staff Assistant reports to the Executive Director and also provides assistance to the Executive Director and Deputy Director as needed. The Staff Assistant assists with planning, organizing, and coordinating all contract and procurement functions and activities to fulfill the requirements of NBHS/NLRHA. Assists with monitoring Section 3 compliance and prepares reports as needed to maintain compliance with the U.S. Department of Housing and Urban Developments ("HUDs") funding directives. Abides by ethical and legal requirements, including HUD procurement requirements. Assists with the organization and staffing of the Board of Commissioners meetings, and assists with answering telephones, receiving visitors, handling mail, and maintaining files and supplies. Performs other duties as assigned within the positions scope of work. Job Competencies Knowledge of federal, state, and local regulations, including HUD directives, with regard to construction, capital funding, procurement, and Section 3 compliance; understanding of the PHAs strategic goals and structure; knowledge of contracting and procurement procedures; accounting and financial skills; knowledge of reporting requirements; skills in documentation, multi-tasking, prioritization, and problem resolution. Education, Experience, and Certifications Bachelors Degree in Business, Public Administration or a related field; OR three (3) years of experience as a contract compliance officer; OR any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities to perform the essential functions of the job. Must be able to work beyond the normal working day. Valid Arkansas drivers license and personal transportation required. Computer Skills To perform this job successfully, an individual should be competent in the usage of e-mail, internet, Microsoft Excel, Microsoft Word, and Adobe Acrobat software. Must be able to learn other computer software programs as required by assigned tasks. Responsibilities Responsible for assisting with the preparation of modernization and procurement documents, including bid specifications, bid packets, advertisements, and construction files. Assists with the preparation and submittal of Section 3 reporting, the Semi-Annual Labor Standards Report (HUD form 4710), and semi-annual and annual P&E Reports on the Capital Fund to HUD. Assists in conducting bid openings, pre-construction conferences, and contract signing conferences; processes pay requests and settlement documentation. Compiles, assembles, and mails Board of Commissioners packets; prepares resolutions and minutes; files and indexes minutes, resolutions, and attendance records; polls the Board for attendance; orders and picks up food for Board meetings. Assists with answering telephones and receiving visitors; assists with opening and distributing incoming mail and packages; prepares outgoing mail and delivers to the post office when necessary; collects and distributes incoming faxes. Maintains master files for in-house forms, HUD manuals and notices, employee roster, and tenant and employee orientation packets; keeps operational and personnel manuals current. Types financial documents and budgets; assists in compiling data for grant applications; handles the petty cash fund and makes travel arrangements for PHA employees. Open until filled.
