Program Management Specialist & Chief of Workforce Development

Serve as the principal Training Manager and Senior Advisor leading workforce development, manpower, and strategic personnel programs for the Software Directorate. In this high-impact role within the Human Capital Division, you will architect long-range force development goals and lead elite talent acquisition programs-including the central recruitment, hiring, and execution of premier civilian and military intern and scholar pipelines.

What you will accomplish:

- Architect the Future Force: Hold the keys to talent pipeline development. You will spearhead the recruitment, hiring, and management of SWEG-funded, PCIP, SMART, and DCTC scholars and interns.

- Direct Strategic Influence: Serve as the premier advisor and single point of contact for all workforce training matters, advising senior leadership and driving continuous process improvements.

- Enterprise-Wide Reach: Represent the organization across major military installations and functional lines to solve complex, systemic human capital challenges.

Key Responsibilities:

- Strategic Workforce Development: Plan, execute, and continuously modernize manpower, personnel, force development, and training program operations across the Directorate.

- Training & Policy Compliance: Develop and enforce functional training programs and policies, ensuring a skilled, certified, safe, and healthy civilian and military workforce in strict accordance with Air Force Instructions (AFIs).

- Intern & Scholar Program Management: Centrally manage, recruit, and hire for the Summer Intern Program, directing PCIP, SWEG, and specialized DCTC/SMART scholar selections.

- Metrics & Optimization: Design and implement robust metric evaluation systems to track training effectiveness, optimize resource allocation, and enhance overall organizational productivity.

QUALIFICATIONS:

- U.S. Citizenship

- Obtain & maintain an appropriate security clearance

- May be required to travel away from the normal duty station on military or commercial aircraft IAW the Joint Travel Regulations (JTR) for training or mission accomplishment.

-May occasionally be required to work other than normal duty hours

Recruitment Knowledge Skills and Abilities:

1. Extensive knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing.

2. Master knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance.

3. Extensive knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition., supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas.

4. Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues. Ability to understand and deploy lean concepts in problem resolution.

5. Skill in interpreting and applying complex Department of Defense (DOD), United States Air Force (USAF), Air Force Material Command (AFMC), and Air Force Sustainment Center (AFSC) regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required.
