Senior Technical Analyst

Title Senior Technical Analyst Location Albany, New York, United States Overview The Senior Technical Analyst has overall responsibility for providing client technical support for Medicaid Enterprise Systems (MES) over the life of the contract. This support includes applying expertise in assessing and ensuring adequate delivery of technical system infrastructure, service and operational models, database design and performance, disaster recovery methodologies and implementations, system requirements, project SDLC implementations, impacts of upgrades and changes to the overall MES ecosystem, and recommended staffing levels to support these areas. Job Responsibilities Evaluating the business structure with a broad view of the systems and requirements to ensure designs align with approved plans Assessing the quality of contractor‑submitted software development lifecycle (SDLC) deliverables including the Requirements Specification Document (RSD)/Business Requirements Document (BRD), Functional Design Documents (FRDs), Technical Design Documents (TDDs) and providing constructive feedback to ensure that system functionality will meet user needs Evaluating current system designs, including enterprise architecture, and making recommendations for improvement Recommend improvements to business operations in line with strategies and SLAs Monitoring systems and platforms for SLA compliance Evaluating Service Desk and Call Center tickets for trends, aging tickets, and recommending improvements Performing code reviews on various components of the system Evaluating various models such as service models, capability maturity, and operating models for quality and adherence to defined standard criteria Utilizing comprehensive understanding of both physical and logical databases Conducting performance tests and analyses of database efficiencies using database queries Interpreting database performance metrics and operational utility reports and providing assessment Reviewing database schemas, tables, procedures, and permissions to ensure compliance to the appropriate standards and regulations Assessing Disaster Recovery (DR) testing efforts and evaluating DR test results to ensure improvement plans are accurate Evaluating deployed releases and the resulting services to verify customer requirements and expectations are met Assisting with planning and identifying staff required to ensure that the IT operations department can support new services Assessing system upgrades and patches made by contractors to ensure there are no negative impacts to existing systems Required Qualifications Minimum eight (8) years’ experience applying SDLC methodologies and database management, with hands‑on experience in writing and debugging complex queries, analyzing data, understanding system architectures, and troubleshooting issues effectively Minimum five (5) years of experience developing and implementing QA processes and strategies, performing QA assessments of document artifacts associated with system implementation projects, and providing strong leadership skills, with ability to mentor junior analysts, manage cross‑functional collaborations and communicate effectively with stakeholders at all levels Minimum five (5) years of experience with analysis of organizational structure and functional interdependencies Minimum two (2) years of experience with cloud‑based solutions and architectures Bachelor’s degree in information technology, Business Administration, or similar field This position requires 50% onsite, so local candidates required Preferred Skills Three (3) years of experience using Orbus iServer Suite Preferred certifications may include The Open Group TOGAF Business Architect Certification, Certified Business Architect (Business Architecture Guild), Microsoft MCSA Certifications, ITIL certifications or equivalent Business Architecture certifications Two (2) years of experience performing the described responsibilities on Healthcare Systems Compensation & Benefits The starting pay range for this role is $71,400 – $135,000.
