Salary Risk Analyst I: $6,103 to $8,187 per month. Risk Analyst II: $6,958 to $9,327 per month. Salary increases effective July 5, 2026. Overview The City’s Human Resources and Risk Management department is seeking an entry‑level Risk Analyst I. This role will develop foundational skills in public sector risk assessment and may advance directly based on performance. Position Summary Under general supervision, the Risk Analyst performs specialized duties in one or more of the City’s Risk Management programs and related tasks. Possible assignments include safety, public liability/loss control, insurance, and disability management. The analyst may supervise paraprofessional and clerical staff and perform tasks relative to the assigned area. Class Characteristics Risk Analyst I is the entry‑level professional class in the Risk Analyst series, performing routine tasks. Advancement to Risk Analyst II is based on demonstrated proficiency and eligibility, not time in grade, and is at the discretion of the Department Director. Risk Analyst II is the full professional level, handling a full range of duties with minimal supervision and a high level of independence. Advancement is again based on proficiency and eligibility. Responsibilities Collect, analyze and prepare safety, health, liability, insurance, and disability management information and statistical data for planning, decision‑making, and report generation. Conduct research to identify causative factors and recommend corrective action. Prepare written reports, correspondence, and oral presentations; conduct training presentations for City staff at various levels and locations. Conduct surveys, investigations, and maintain records and files. Specialized Duties by Assignment Safety Analyze accident and incident reports to identify causative factors and recommend improvements. Identify, select, procure, and evaluate training resources related to safety programs. Provide training sessions on health and safety practices; schedule and coordinate sessions. Conduct routine health and safety inspections and ergonomic evaluations. Maintain training, inspection, and incident records per City, State, and Federal requirements. Public Liability / Loss Control Assist in administering the City’s self‑insured risk management programs, including claims administration. Conduct investigations into public liability claims and interview claimants. Coordinate with City Attorney and outside counsel on claim management. Maintain records of losses, accidents, certificates of insurance, and other risk management information. Disability Management / Workers' Compensation Assist in administration of the City’s workers’ compensation and disability management programs. Develop and administer an Alternative Dispute Resolution (ADR) program for public safety employees. Ensure compliance with Federal, State, and local laws and regulations. Coordinate recovery from third parties and conduct accident investigations. Knowledge & Skills Standard principles of risk management Data collection, analysis, and interpretation Basic statistical theories and research methodology Supervision, training techniques, customer service principles English usage, spelling, grammar, and punctuation Mathematics and statistical analysis Modern office practices, procedures, and equipment Computer equipment and software applications relevant to the assignment Specialized Knowledge (by area) Safety Occupational safety, health, and environmental standards Hazard control principles—engineering, administrative, and personal protective equipment Investigative principles, methods, and techniques, including root cause analysis Public Liability / Loss Control Government Code related to tort claims Insurance laws, codes, and regulations Claims management procedures Investigative principles and techniques Disability Management Labor Code related to workers’ compensation Family and Medical Leave Act (FMLA) California Family Rights Act (CFRA) Short‑term and long‑term disability programs Ability To Supervise and train paraprofessional and clerical staff Research and analyze problems and present recommendations Compile, organize, and interpret data Prepare clear and concise written material (reports, memoranda, recommendations) Maintain confidentiality of sensitive information Operate computer equipment and software applications related to the specialty Follow City policies, procedures, rules, and regulations Communicate effectively orally and in writing Establish and maintain effective working relationships with colleagues, supervisors, managers, and representatives of labor organizations, other governmental agencies, and the public Demonstrate awareness and appreciation of cultural diversity Exercise sound judgment, use discretion, and manage sensitive information Work independently and as an effective team player and informal/formal leader Manage multiple projects and meet established deadlines under pressure Conduct research and analysis, prepare reports, and create spreadsheets Experience and Training Any combination of education, training, and experience that provides the required knowledge, skills, and abilities is acceptable. Experience: Two (2) years of increasingly responsible professional and administrative/analytical work in risk management. Education: Graduation from an accredited college or university with a BA/BS in Occupational Health and Safety, Industrial Hygiene, Public Administration, Criminal Justice, Insurance, or a related field. License / Certification Valid driver’s license with satisfactory driving record Associate Safety Professional (ASP) and Associate in Risk Management (ARM) certifications are desirable Paralegal or Legal Assistant certificate preferred Environmental Conditions Work may be performed in outdoor and indoor settings under varied weather and temperature conditions. Movement between the office and other City worksites is required. Exposure to traffic, unpleasant odors, dirt, dust, and animal dander may occur. Work is frequently disrupted by in‑person and telephone inquiries. Physical Conditions Functions may require prolonged sitting, walking, standing, and lifting or carrying up to 25 pounds. Tasks may involve bending, squatting, and reaching. Normal vision and hearing are required. Photographs and measurements of work sites and damaged property may be required. Selection Process Applications, resumes, and cover letters will be reviewed; the most appropriately qualified candidates will be invited to additional written and/or oral examinations. Successful candidates will be placed on an eligibility list for a minimum of twelve months. Resumes will not substitute for a City application form, though may be attached.
