Starting Date: Immediately Job Description TITLE: Migrant Advocate LOCATION: North Central Office, Kansas City, Kansas The Kansas City, Kansas Public Schools (KCKPS) is a nationally recognized urban school district that serves approximately 22,000 students and 60+ different languages are spoken in the homes of our students. KCKPS is home to Sumner Academy, the #6 highest‑rated high school in the nation and #1 in Kansas. With Head Start/preschools, 28 elementary schools, 7 middle schools, and 5 college and career academies, we are the fifth largest district in the state of Kansas and employ roughly 4,000 people, including more than 1,800 teachers. JOB GOAL: To ensure migratory students are provided every opportunity to meet content and academic achievement standards and receive services for their families that promote and inspire excellence.
ESSENTIAL FUNCTIONS
Identify, assess, and evaluate information from a variety of sources to determine prospective migrant children and families for program services. Provide daily communication with the Director of ESL/Migrant, including end‑of‑day reports. Work and collaborate with district principals, counselors, and staff. Disseminate Migrant Education Program (MEP) information to qualifying families and children. Recruit potential MEP children residing in local districts and provide information to building principals and staff. Inform students and parents/guardians of available services and empower families. Distribute educational packets and conduct school visits, completing school logs. Provide home visits as needed and maintain logs. Facilitate services such as Spanish literacy tutoring, PASS Program, and credit accrual for qualifying migrant children. Participate in MEP training sessions and remain current on all guidelines and standards. Develop a full understanding of federal guidelines pertaining to eligibility and provision of services. Demonstrate understanding of all relevant forms and how to complete them correctly. Attend Professional Learning Community meetings to support professional development. Communicate with the Director of ESL/Migrant toward achieving state goals for eligible MEP children. Maintain knowledge of the Code of Conduct, parent handbooks, District Continuous Improvement Plan, and Board policies. Maintain sensitive and confidential student information. Collaborate with ESL/Migrant Director, Director of Student Services, and Alternative Services Coordinator to identify alternative resources. Perform other duties as assigned by the Director of ESL/Migrant or Assistant Superintendent for Elementary.QUALIFICATIONS
High school diploma or equivalent required. Advanced degree (associate’s or bachelor’s) in education preferred. Bi‑lingual in Spanish preferred. Experience working with migrant or highly mobile populations, or diverse populations. Strong ability to network, mobilize, and create resources for migrant students and families. Ability to maintain positive interactions with parents and staff, modeling district values. Ability to work in a high‑volume, fast‑paced environment. Effective oral and written communication skills. Demonstrated skills in facilitating presentations, human relations, and collaboration with district leadership. COMMUNICATION / ORGANIZATION: Maintains communication with school personnel, parents, and guardians to enhance cooperative action and meet the educational needs of students, utilizing existing technology effectively. REASONING ABILITY: Ability to solve practical problems and manage situations with limited standardization, interpreting various instructions in written, oral, diagrammatic, or scheduled forms. LANGUAGE SKILLS: Ability to read, analyze, and interpret professional journals, technical procedures, and government regulations; to write reports, curricula, correspondence, and protocols; to present information and respond to inquiries from administrators, staff, parents, students, and the public. PHYSICAL DEMANDS: Regular sitting, walking, standing, speaking, and hearing; occasional lifting or moving up to 50 pounds; occasional push of items weighing 50 pounds or use of wheelchairs; occasional home visits; vision requirements include close, distance, and depth perception. WORK ENVIRONMENT: Environment is typically loud and requires direct responsibility for student safety, work output, and well‑being. OTHER SKILLS and ABILITIES: Apply current research and theory to instructional programs; plan and implement lessons based on school objectives and student needs; establish and maintain effective working relationships with students, peers, parents, and community; speak clearly and concisely in both written and oral communication. TERMS OF EMPLOYMENT: 261 days per year. SALARY: Level 4. FLSA STATUS: Exempt. REPORT TO: Director of ESL/Migrant. EVALUATION: Performance of this position will be evaluated in accordance with the Board of Education policy on evaluation.
