Position Summary

The Senior Business Analyst will lead complex business and operational analysis engagements for County agencies, translating business needs into clear requirements, process improvements, and measurable recommendations. The role will facilitate cross-functional collaboration, assess policies and workflows, and support implementation of solutions that improve service delivery.

Responsibilities

• Lead discovery sessions with executives, subject matter experts, and end users.
• Document current-state and future-state processes, business rules, and functional requirements.
• Analyze workflows, policies, data, staffing impacts, and operational constraints.
• Develop business cases, options analyses, and recommendations supported by measurable outcomes.
• Manage requirements traceability, validation, prioritization, and change control.
• Identify risks, dependencies, key decisions, and opportunities to eliminate waste.
• Prepare executive-ready reports, presentations, process maps, and implementation roadmaps.
• Support testing, implementation, training, and post-implementation evaluation.

Required Qualifications

• Bachelor's degree in Business, Public Administration, Information Systems, or a related field.
• 8+ years of progressive business analysis or management consulting experience.
• Demonstrated experience leading enterprise or cross-departmental analysis engagements.
• Strong facilitation, requirements management, process modeling, and analytical skills.
• Ability to communicate with all organizational levels using discretion and diplomacy.

Preferred Qualifications

• CBAP, PMI-PBA, Lean Six Sigma, or comparable certification.
• Government or public-sector consulting experience.
• Experience with process improvement, ERP/EAM, data, or organizational transformation initiatives.
