Job Title Construction Site Superintendent/Site Safety and Health Officer (SSHO) Job Description Cape Fox Mountain Point is seeking a qualified dual hatted Site Superintendent/Site Safety and Health Officer (SSHO to work at Patrick Space Force Base). This position is responsible for day-to-day project site management, including planning, coordinating, integrating, monitoring, and driving all project activities and milestones per plan; ensuring the maintenance of technical communications and business files; monitoring and reporting schedule variances from plan; appraising impact of variances; recommending and implementing corrective actions; and maintaining client communications. This position reports to the assigned Project Manager for Mountain Point, a construction company. Safety responsibilities will include the development of and implement site-specific health and safety plans, enforcing policies, assessing risk, and ensuring compliance with legal guidelines. General construction work will include: building renovations and repair; new construction; pre-construction services, IT and physical security upgrades; electrical, plumbing and HVAC; and demolition. Civil and utility work will focus on specific electrical and underground water infrastructure (e.g., potable water, storm, sewer) and all associated earth moving services. Responsible for the planning, scheduling, organizing, directing and controlling construction projects from start to finish according to schedule, specifications and budget. The employee will supervise the day-to-day work of the crew and subcontractors and prioritize work for the project duration. An active or be able to successfully complete “Construction Quality Management” certification from the United States Army Corps of Engineers (USACE) is required. The Site Superintendent will also support the Quality Control (QC) Manager. Will be the direct liaison with the Government Contracting Official on-site as well as directing the daily activities of subcontractors and vendors to ensure compliance with contract documents, safety rules, and quality/security requirements to maximize production and eliminate disruptions and downtime. The employee will ensure the construction schedule and budget are kept in accordance with the plan. This position will support the management of the Contractor Health and Safety Program (for purposes of this requirement, the Health and Safety Program is equivalent to Safety and Occupational Health Program in EM 385-1-1,U.S. Army Corps of Engineers Safety and Health Requirements Manual). The employee will help improve and/or develop internal safety and quality control policies. The position will oversee the subcontractors and safety specialists in support of project managers, site superintendents and their construction projects. The position will conduct training, investigate incidents, and provide recommendations for improvement, aiming to create a safe and compliant workplace environment. Essential Functions and Responsibilities Duties include: Be at the job site at all times when work is taking place and must have full authority to act for the Contractor. Support project health and safety plans in the workplace according to OSHA guidelines and EM385-1-1 Maintain high level of professionalism and carry out a policy of courtesy and superior customer service. Exercise tact, good manners and diplomacy. Maintain a thorough understanding of commercial construction industry practices and standards. Accomplish construction project results by understanding the scope of work, working with Project Manager to contract with subcontractors then coordinating and scheduling the various trades, resolving issues, to reach a timely conclusion. Supervise the coordination and input as needed with the contractors’ providing services and infrastructure Prepare progress reports and issue progress schedules to clients. Oversee day-to-day field activities. Assist and fill in for Project Managers when they are not available. Assist subcontractors with Federal procedures and rules. Manage subcontractor base access issues. Conduct employee orientations and safety meetings. Supervise day-to-day work of crew and prioritize work at hand. Ability to effectively lead a crew on schedule while monitoring quality of work at hand. Effectively follow plans/guidelines while conducting regular safety meetings Enforces all client-required safety policies and procedures. Comply with all company policies and procedures and safety requirements, including crew member discipline and documentation. Conduct pre final inspections/ establish punch list if required/ ensure all deficiencies are corrected. Coordinate and conduct final inspections with government contracting and civil engineer personnel. Submit as-builts on finished projects. Manage close out process and warranty responses with project manager. Ensure that the requirements of 29 CFR 1926.16 are met for the project Develop and execute health and safety plans in the workplace according to OSHA guidelines and EM385-1-1 Must be at the work site at all times to implement and administer the Contractor's safety program and Government-accepted Accident Prevention Plan Conduct daily safety and health inspections and maintain a written log which includes area/operation inspected, date of inspection, identified hazards, recommended corrective actions, estimated and actual dates of corrections. Attach safety inspection logs to the Contractors' daily production report. Conduct equipment inspections Conduct mishap investigations and complete required accident reports. Report mishaps and near misses. Use and maintain OSHA's Form 300 to log work-related injuries and illnesses occurring on the project site for Prime Contractors and subcontractors and make available to the Contracting Officer upon request. Post and maintain the Form 300A on the site Safety Bulletin Board. Maintain applicable safety reference material on the job site. Attend the pre-construction conference, pre-work meetings including preparatory meetings, and periodic in-progress meetings. Develop and or review the APP and AHAs for compliance with EM 385-1-1, and approve, sign, implement and enforce them. Establish a Safety and Occupational Health (SOH) Deficiency Tracking System that lists and monitors outstanding deficiencies until resolution. Ensure subcontractor compliance with safety and health requirements. Maintain a list of hazardous chemicals on site and their material Safety Data Sheets (SDS). Maintain a weekly list of high hazard activities involving energy, equipment, excavation, entry into confined space, and elevation, and be prepared to discuss details during QC Meetings. Provide and keep a record of site safety orientation and indoctrination for Contractor employees, subcontractor employees, and site visitors. Work directly with the subcontractors to ensure timely submission of all safety documentation so the schedule is not impacted. Work with the superintendent and quality control manager to coordinate this effort. Primary work will be supporting construction efforts on U.S. Government contracts at military installations. Site Superintendents typically work full-time in a variety of settings, including offices, facilities or construction sites. The work typically involves considerable travel and fieldwork, and the employee can be exposed to dangerous or stressful situations. The employee must use safety equipment to minimize the risk of illness or injury. Employee must be able to work with minimal supervision, be flexible, cooperative and take initiative; work well under pressure, plan, be resourceful, and well organized; maintain an effective working relationship with co-workers and be polite and professional with the general public; maintain a professional approach towards work and a positive attitude and philosophy consistent with Company standards. Travel Requirements 10 - 25% Job Requirements Job Requirements Education and/or Experience Minimum of 5years of experience in the construction industry as Site Superintendent and/or Site Safety and Health Officer (SSHO) Five years of federal project experience Five years in supervising/ managing construction projects. Knowledgeable with the provisions of EM 385-1-1 "Corps of Engineers Safety and Occupational Health Requirements Manual, dated March 2024 Certifications and training should include: 30-Hour OSHA Construction Training Program First Aid/CPR certification USACE Construction Quality Management for Contractors; Certified Safety Professional (desired) OSHA Fall Protection Training Qualifications and Requirements Have 8 or more years of hands‑on experience as a Site Superintendent in similar facility construction technology, methods, and equipment, tools and work procedures. Completed 30-Hour OSHA Construction Course. Completed 40-Hour EM 385-1-1 Certified Site Safety & Health Course (desired). Completed the USACE Construction Quality Management (CQM for Contractors) course certification. Must be able to effectively manage subordinate professionals. Proven skills to identify onsite construction hazards and recommend/implement elimination, mitigation or controls. Proven knowledge of construction equipment, methods, and processes and how to incorporate best safe practices in our daily activities. Ability to work under deadline pressure, handle stress and deliver professional results. Long hours and weekends may be required to meet deliverables. Strong oral and written communication and presentation skills, with the ability to communicate with others at all levels of the organization. Ability to travel to company work sites, as needed. Computer skills including Microsoft Word, Excel, PowerPoint, and Outlook. Must have authorization to work in the United States as defined by the Immigration Reform Act of 1986. Physical Requirements Must be able to lift up to 25 pounds. Sit or stand throughout a regular workday. Able to work on computer for long periods. Ability to climb ladders. This position requires the ability to maneuver around work sites, see, hear, and verbally communicate with co-workers and clients.
