About The Position This position is responsible for managing small to moderate scale engineering projects at the Department of General Services, Division of Facilities Management. The anticipated salary range for this position is $94,837 to $153,585, based on qualifications and experience. Who We Are The Department of General Services, Division of Facilities Management (DFM), delivers operational and mission‑critical services 24 hours a day, seven days a week on behalf of County residents and Montgomery County Government. DFM manages over 400 county buildings, ensuring they are maintained at the highest level to provide a comfortable environment for employees and the public. What You'll Be Doing Employee will manage small‑size engineering projects of minimal complexity, taking projects from conception through design to construction and final acceptance. Obtain information about project goals, constraints, and other issues; meet with facility management, intended users, and others to identify desired outcomes, program requirements, and project restraints. Provide space‑planning guidance; prepare engineering designs for small projects and work with architecture and engineering (A&E) firms to develop and finalize designs. Coordinate and monitor all phases of construction management activities; monitor work of contractors and staff engaged in constructing small‑scale capital projects, including renovations. Visit sites to observe work and inspect materials and processes used in construction. Confer with contractors regarding schedules, safety measures, site problems, and delays; review and recommend approval of project change requests and payments. Prepare project reports and maintain project records and files. Coordinate environmental studies for proposed capital improvement projects to identify potential impacts and develop remediation efforts. Review and evaluate new or existing industry standards, codes, and practices to develop engineering standards and guides. Provide engineering expertise for developing bid documents and contractor selection criteria; evaluate proposals, interview contractors/consultants, and recommend selection. Administer contracts, conduct reviews, monitor and verify compliance, and enforce the contract. Lead commissioning processes throughout design and construction and provide training of all building systems for facility maintenance staff prior to completion. Communicate with developers, designers, contractors, property owners, and other governmental agencies. Inform County government members, the public, and others regarding engineering policies, regulatory compliance, and County procedures. Lead and participate in meetings, work groups, and task forces related to small‑to‑moderate engineering projects. Attend public hearings and community meetings to present or support project proposals that may be controversial. Negotiate with contractors to control costs, scheduling, quality, and safety. Minimum Qualifications Experience: Five (5) years of professional experience in design/construction project management, contract administration, and quality control. Education: Bachelor's degree in Architecture, Civil/Structural Engineering, Construction Management, or a related field from an accredited college or university. Equivalency: An equivalent combination of education and experience may be substituted. License: Valid Class "C" (or equivalent) driver's license from the applicant's state of residence. Preferred Criteria Knowledge and experience in environmental compliance (e.g., asbestos abatement, soil contamination, lead paint survey, etc.). Proficiency in standard professional design and construction concepts across multiple engineering disciplines. Understanding of building and building‑system functionality, maintainability, and sustainability, including green‑building objectives. Project‑management skills for coordinating architects, engineers, contractors, and contract agreements. Familiarity with Montgomery County, State of Maryland, and federal codes, permitting and inspection processes, industry standards, and guidelines.
