Purpose Serve as liaison in the interface between the design team and project’s construction teams (owner, contractor, construction manager, civil engineering and/or survey teams). Oversee and direct construction projects from conception to completion while ensuring compliance with building and safety regulations, and review projects in-depth to schedule deliverables and estimate costs. Responsibilities Leadership and Direction: Receive broad guidance from senior-level management relating to overall key objectives, critical issues, new concepts, and policy matters and general parameters for execution. Manage people and processes to ensure effective execution. Review work produced by staff for quality assurance. At The Operational And Company Level: Directly interact with clients’ representatives to negotiate work plans, administer construction contract terms and conditions, resolve field issues, and provide management system reporting as needed by clients. At The Operational And Company Level: Assist with the marketing of the firm’s capabilities to establish new clients and enhance relationships with existing clients. Coordinate with other internal departments to meet project requirements. Do the Work: Responsible for budgeting, organization, implementation, and scheduling. Do the Work: Coordinate with engineers and other design professionals. Consult regarding modifications to plans and specifications. Do the Work: Coordinate the work of the development team and monitor the development process by attending and documenting regular project design and construction site meetings. Do the Work: Oversee the monitoring of utility, transportation, and other civil construction projects from conception to completion. Do the Work: Evaluate project constructability and construction cost feasibility through document review and design team interaction. Do the Work: Perform, coordinate, and direct the observation and inspection of civil construction projects. Do the Work: Make recommendations to the owner regarding conformance with the project requirements. If exceptions or deviations are observed, recommend corrective action. Do the Work: Evaluate proposed change orders from contractor for appropriate changes in scope, schedule, and pricing. Do the Work: Review the work progress of staff daily. Do the Work: Prepare internal and external reports pertaining to job status. Do the Work: Coordinate and direct construction workers and subcontractors. Do the Work: Select tools, materials and equipment and track inventory. Do the Work: Meet contractual conditions of performance. Do the Work: Review the work progress on daily basis. Do the Work: Plan ahead to prevent problems and resolve any emerging ones. Do the Work: Negotiate terms of agreements, draft contracts and obtain permits and licenses. Do the Work: Analyze, manage, and mitigate risks. Do the Work: Ensure quality construction standards and the use of proper construction techniques. Do the Work: Prepare and oversee the preparation of construction cost estimates, bid packages, and recommendations of construction contract award. Do the Work: Review plans and other documents for constructability and value engineering considerations. Do the Work: Evaluate project constructability and construction cost feasibility through document review and design team interaction. Do the Work: Assist owner to secure all necessary public approvals, permits, and public utility hookups for the project. Do the Work: Review the contractor’s cost estimates, change orders, and applications for payment, making recommendations for approval or revision, as necessary. Do the Work: Provide on-site observation of the quality and progress of the work and ensure that the general contractor’s submittals and requests for information are addressed in a timely manner. Do the Work: Assist owner in complying with reporting requirements of project financing sources. Success Metrics and Competencies Ability to work both independently and within a team environment. Qualifications Bachelor's degree in civil engineering, construction management, architecture, OR a minimum of five (5) years’ experience in related fields with certifications and specified training in lieu of degree. Ten or more (10+) years of experience in utility, transportation, real estate development, water / wastewater, mining, or other civil construction projects. At least five (5) years of supervisory experience and experience managing projects during construction phase required. Experience in engineering and construction management consulting industry and construction contracting is highly desirable. Proven experience and expertise in construction administration or construction management. Thorough knowledge of building products, construction details and relevant rules, regulations, and quality standards. Professional level knowledge of construction business practices, including permitting, zoning, environmental testing and abatement, and construction and architectural contracts. Knowledge of CPM Scheduling. LEED accreditation or evidence of comprehensive training in sustainable design and construction is preferred. Range 107,900 - 167,000 and includes a comprehensive benefits package.
