Supervising Financial Services Specialist (Alameda County Health)

Introduction This is a reinstatement, transfer, or voluntary demotion opportunity for current and former regularly appointed employees of Alameda County. Reinstatement / Transfer / Voluntary Demotion Reinstatement: If you resigned in good standing and resigned within three years, you may be reinstated in your former class or another eligible class, subject to the normal probationary period. You must have been a classified County employee in the same job code or one with the same salary maximum, and meet the minimum and special qualifications of the position. Transfer: Current classified employees in the same job code or a job code with the same salary maximum may apply. They must meet the minimum and special qualifications of the specific position. Voluntary Demotion: Current classified employees in a higher salary maximum than the vacancy may apply. They must meet the minimum and special qualifications of the specific position. The Agency Alameda County's Health Services Program is administered by the Alameda County Health. It includes Behavioral Health Care, Public Health, Environmental Health, and Agency Administration/Indigent Health. The mission is to provide fully integrated health care services through a comprehensive network of public and private partnerships that ensure optimal health and well‑being for all residents. The Position Under general direction, you will supervise financial and administrative services and operational support functions in County departments or agencies. Responsibilities include providing complex professional‑level services in budget development and processing, contract negotiation and administration, and grants management; facilitating the implementation of a variety of programs and projects; and performing related duties as required. Distinguishing Features In addition to complex budget, contract, grant, and financial services, this class emphasizes line supervision of large clerical or technical support staff through subordinate supervisors. Assignments vary widely but are located in departments with multiple budgets, funding sources, and extensive contracts with service providers or community organizations. This class differs from the Financial Services Officer class, which has full management responsibility for financial services for an agency or department and typically supervises professional and/or paraprofessional staff. Minimum Qualifications Experience: Equivalent to two years of full‑time experience at the level of or higher than Financial Services Specialist II in the Alameda County classified service. Completion of the Alameda County Management Academy “Management & Supervision Certificate Program” may be substituted for six (6) months of the required experience for internal patterns. Education: Equivalent to graduation from a four‑year accredited college or university (180 quarter units or 120 semester units) with major coursework in business, public administration, economics, financial planning, or a related field. Additional professional or paraprofessional financial planning and support experience may be substituted for the education on a year‑for‑year basis. Experience in independently performing financial planning or analysis, budget development and processing, contract negotiation and administration, and/or grants management at a level equivalent to or higher than Financial Services Specialist II. Prior lead or supervisory experience is desirable. License: Possession of a valid California Motor Vehicle Operator’s license. Note: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. Knowledge and Skills Supervisory principles, including work planning, direction, and review. Principles and practices of governmental budget development and administration. Principles and practices of contract and grant administration. Financial record‑keeping and auditing practices. Administrative analysis and report preparation. Applicable federal, state, and local policies and regulations. Computer applications related to the work. Office administrative practices and procedures, including records management and operation of standard office equipment. Ability to: Plan, supervise, review and evaluate the work of others through subordinate supervisors. Train others in work procedures. Develop, coordinate, and administer complex multiple budgets with multiple funding sources. Monitor fiscal transactions and audit fiscal records and documentation. Plan and conduct administrative and operational studies. Interpret, explain and apply complex policies, regulations and procedures. Prepare clear and accurate reports, correspondence, procedures and other written materials. Represent the department and the County in meetings with others. Organize and prioritize work and meet critical deadlines. Maintain accurate financial records and data for audits. Exercise sound independent judgment within established policies and guidelines. Establish and maintain effective working relationships in the course of the work.
