Project Manager/Scrum Master

Job role : Project Manager/Scrum Master

Duration : 6+ months

Location : San Francisco, CA 3 days onsite

Position Information:

Under general direction, the Project Manager (PM) will be responsible for providing project oversight including planning, coordination, negotiation, contract administration, presentation, public information, budget management, conflict resolution, and overall project delivery of the Capital Improvement and Operating projects in Technology Services & Integration Division. Projects vary from infrastructure to system integration to software implementation. The PM will also assist in managing complex and high-profile Capital Technology projects system integration team under direction of Technical Program Manager.

Examples of Important and Essential Duties:

  • Responsible for managing all matters directly related to successful implementation of the assigned project; manage tasks as well as overall project delivery.
  • Ensures requirements, business goals and objectives are clear; plan for on time, on budget delivery of technology solutions with quality.
  • Monitors, manages, and reports on the scope, budget, schedule, risks and issues, and changes.
  • Plans, organizes, and directs the work of professional staff; analyzes and solves problems; motivates and monitors project team.
  • Prepares and monitors project budget, including support for obtaining funding.
  • Monitors cost and quantity estimates for necessary service, labor, materials and equipment.
  • Works closely with external vendors to ensure on-time delivery and compliance with regulatory and performance standards and specifications.
  • Conducts meetings and presentations to stakeholders and Executive Team to inform them of the project progress.
  • Prepares, review and presents technical reports and project documentation.
  • Assists in negotiating and modifying contracts to resolve claims and disputes.
  • Ensures that contractors are maintaining safe work sites and the needs of the program/project and community are being protected.
  • Ensures timely inspections, acceptance, and approval for completion and closure of project by working with the appropriate staff to resolve punch list items and project closure activities.
  • Assists in managing more complex projects with guidance from the Technical Program Manager.
  • Performs other duties and responsibilities as assigned.

Minimum Qualifications:

  1. A Bachelor's Degree in Computer Science, Information Technology or other related field and two (2) years of experience implementing and managing integrated information systems projects, OR
  2. Five (5) years of experience implementing and managing integrated information systems projects.

Desirable Qualifications:

  • Master's degree in Computer Science or related field.
  • Experience in project financing, estimating and budgeting.
  • PMP or PMI-ACP or CSM Certificate.
  • Working knowledge of various funding sources and restrictions; legal requirements for City projects; regulations and regulatory agencies and commission.
  • Experience in managing concurrent large, complex, highly-visible enterprise-level projects using the appropriate project management (Agile, Waterfall).
  • Direct experience collaborating with contractors and trades and in-field personnel such as construction managers and resident engineers and inspectors.
  • Ability to communicate up/down and between disciplines/lay people/stakeholders.
  • Familiar with System Engineering Guidelines for Intelligent Transportation System.
  • Experience in Transit system design or Systems Integration.
