POSITION TITLE: Director, Group Home Services

DIVISION: Programming

SUPERVISOR: Senior Director, Programs and Services

CLASSIFICATION: Exempt

 

PURPOSE:

Administer programs and supervise management staff of RHS and Residential Services. Provide leadership and vision for the staff with a goal of maximizing utilization and increasing service delivery. Responsible for the overall administration and regulatory compliance of program services for clients participating in programs. T his position will focus on Group Home Services although it may participate in Supported Living Services within the Residential category.

 

KEY AREAS OF RESPONSIBILITY:

1. Supervise the Assistant Director, Residential Coordinators, and QIDP staff for Residential and Supported Living or as otherwise structured per organizational chart.

2. Plan and implement improvements to internal and external departmental processes to ensure efficient delivery of services.

3. Responsible for all areas of supervision, quality control, and customer service.

4. Responsible for the implementation and execution of process management and ensuring clients satisfaction.

5. Communicate department/company standards, expectations, goals, changes, and policies to departmental staff on a regular basis

6. Collaborate with other departments to integrate processes, such as customer service, compliance, and utilization.

7. Monitor and assist staff in an effort to ensure program and staff performance is in accordance with all applicable federal, state, local, OSHA regulations, as well as agency policies and procedures.

8. Ensure services are provided in compliance with all funding sources and governing bodies (CARF, BDDS, BQIS, State Board of Health, State and Federal Law).

9. Monitor monthly hours that are authorized and the hours that are scheduled by persons served to make sure hours are scheduled in a way that will maximize utilization annually.

10. Perform quality assurance functions to ensure services and administrative requirements are performed in a consistent, customer oriented, accurate manner.

11. Plan, schedule, and approve staff time on agency time reporting system and digital record keeping, as needed. Ensure appropriate management staff are trained on reporting system.

12. Ensure documentation is complete and accurate, including but not limited to daily notes, training plans, risk plans and any other necessary documentation.

13. Be on call to assist with issues related to clients, their homes, staffing, or any other emergency issues that may arise.

14. Complete incident reports, including BDDS, and necessary follow-ups.

15. Display patience in all situations involving clients. Speak in an even, positive, and personal tone of voice when conversing with clients.

16. Appropriately respond to client’s behavior via verbal and/or physical intervention based on the needs of the client.

17. Maintain the confidentiality of clients.

18. Interview, hire, train, evaluate and supervise Coordinator, QIDP’s, and Clerical Support Staff.

19. Review required internal investigations for assigned divisions. Make recommendations for policy change/revision, staff training, and staff counseling based on the findings of the internal investigation.

20. Collaborate with Human Resources in maintaining and updating policy and procedure manuals.

21. Monitor billable hours for individuals receiving services on a monthly basis. Compare hours for authorized services and hours of service provided. Make adjustments as needed to maintain proper staff ratio.

22. Review monthly income statements.

23. Maintain familiarity with Medicaid Waiver funding.

24. Assist with the development and implementation of short and long-range programming including program evaluation system. Review and update systems as needed.

25. Participate as an active contributing member in the strategic planning process for the department and the agency.

26. Monitor files for clients and assure that waiver supported living files are kept in order.

27. Assure that all documentation is completed and filed in a timely manner. Complete file closing in accordance with regulations.

28. Serve as liaison between clients receiving services, families, staff, professionals, and the community.

29. Safeguard persons receiving services and families’ human and civil rights.

30. Conduct and participate in weekly meetings with the Supported Living office staff members

31. Apply current ICF/DD State Board of Health and all other State and Federal regulations.

32. Ensure appropriate placement of resident that meet all State and Federal guidelines.

 

ESSENTIAL JOB SKILLS:

1. Promote agency philosophies, generate team spirit, create, and maintain an environment that fosters employee satisfaction, maximizes productivity and profitability.

2. Plan and provide instruction in communication skills, daily living, socialization skills, fine and gross motor skills, perceptual skills, prevocational skills, and any other areas based on programming needs, as needed.

3. Must be able to care for the physical needs of clients including feeding, hygiene, and toileting.

4. Must be capable of assisting in physically transferring/moving consumers when needed. Physical activities may include but not be limited to lifting up 25-50 pounds (depending on client); bending; reaching; stretching; grasping; visual acuity; walking; squatting, guiding; and transporting.

5. Assist with the use of medical adaptive equipment including, but not limited to: Wheelchair, Hoyer Lift, Shower Chair, and Blood Sugar Testing Equipment.

6. Assist the QIDPs with staff direction to ensure PCISP requirements are being met, as needed.

7. Conduct home visits to clients for the purpose of monitoring staff and consumer programming.

8. Perform public relation or information activities for the agency, locally and statewide. Must possess and maintain reliable transportation that meets state requirements for transporting persons served.

9. Must have the ability to successfully work in both independent and group settings. Must have the ability to effectively communicate during a crisis situation.

10. Must be able to work a flexible schedule, including some evenings and/or weekends, to meet the training needs of divisional staff.

11. Supervisory experience required.

12. Dress appropriately as defined by department and agency dress code.

 

REQUIREMENTS: 

Bachelor’s degree in special education, education, behavioral science, or related field from an accredited college or university required.

At least one year of experience working with the ID/DD population, preferably in a residential setting, required. 

Must possess or be able to obtain NCI, CPR and first aid certification annually and perform as necessary. 

Must have excellent oral and written communication skills and maintain confidentiality with sensitive information. 

Ability to maintain a valid Indiana driver’s license, insurance on personal vehicle (minimum of PLPD with medical liability coverage), and maintain insurability as defined by the agency liability insurance carrier, preferred. Driving and insurability may be required depending on agency need.
