Technical Delivery Lead

Job Summary
The Technical Delivery Lead will be responsible for hands-on development, configuration, and security of Human Capital Management (HCM) software for client organizations. This individual-contributor-focused role requires strong full-stack Java development skills, front-end development experience, and working knowledge of payroll tax logic and regulatory compliance. The role emphasizes writing, debugging, testing, and deploying production code, resolving technical issues, remediating security vulnerabilities, and providing technical leadership through code reviews and reference implementations.

Key Responsibilities
• Write and maintain production code across the full stack, including Java back-end services and front-end user interface components using Angular, React, or similar frameworks.
• Configure and update multi-state payroll rules, local tax jurisdiction logic, and regulatory compliance requirements within the codebase.
• Build and maintain automated tax update pipelines, integration jobs, and system configuration logging.
• Debug production issues, investigate payroll tax data anomalies, and implement fixes directly.
• Triage, patch, and remediate system security vulnerabilities.
• Implement and maintain Role-Based Access Control (RBAC) logic in code.
• Apply data encryption protocols and implement code-level controls to support GDPR, CCPA, and SOC 2 requirements.
• Remove technical blockers and help resolve complex engineering challenges.
• Conduct hands-on code reviews to maintain code quality and consistency.
• Establish technical standards through reference implementations and practical coding examples.

Required Qualifications
• 6+ years of hands-on full-stack Java development experience, preferably within enterprise HCM or payroll systems.
• Working knowledge of payroll tax withholding rules, multi-state and local tax compliance logic, and implementation of these requirements in code.
• Practical experience implementing encryption, RBAC, and code-level compliance controls aligned with GDPR, CCPA, and SOC 2 requirements.
• Strong Java back-end development skills.
• Front-end development experience with Angular, React, or similar frameworks.
• Experience developing REST APIs and microservices.
• Experience with CI/CD tooling and practices.
• Ability and willingness to contribute directly to daily coding, debugging, code reviews, and production fixes.

Preferred Qualifications
• Direct experience configuring payroll tax engines or developing HCM platform code.
• Experience building automated compliance and tax-update pipelines.
