Electa Quinney Head Start Manager
This is an exempt position at 40 hours/week for 52 weeks/year (negotiable). Continuation of position is contingent upon funding allocations.
General responsibilities include direction and management of all Head Start Center functions, development and implementation of the department budget, staffing, operations, and maintaining compliance. This position will collaborate with the Center team, Education Board, Policy Council and Tribal Council to provide leadership in the planning, design, implementation, and evaluation of all program systems for continuous quality improvement.
This position will coordinate the development of additional funding from Federal, State, Local, Private, and Non-Profit grant sources to meet the needs of the community and includes program advocacy and outreach from local to national levels.
Standard qualifications include submitting to and passing a pre-employment drug and health screening, being at least 21 years of age, maintaining an acceptable departmental attendance record, being able to work weekends, nights and holidays, and obtaining and maintaining Elder/Youth License.
Duties and responsibilities include building an understanding of the Center program, managing the Center program and staff ensuring compliance with all Federal, State Tribal, and Local policies, managing the program component areas of Family & Community Partnerships, Health, Behavioral Health, Disabilities, Safety, Transitions, and Parent Involvement, ensuring the staffing structure supports the program's mission and goals, facilitating and/or providing ongoing continuing professional development, training and technical assistance for all Center team members, maintaining current program and leadership knowledge, providing support to personnel supervision, training, hiring, retention, evaluation, and termination, development and oversight of coursework in curriculum planning, implementation, and evaluation, identifying programmatic long and short-term goals and outcomes for continuous quality improvement to meet the continuing growth of the Center Program, developing, implementing, and interpreting Stockbridge-Munsee Center Department policies and procedures to meet the needs of the service population, developing, maintaining and updating monthly departmental action plans, maintaining effective, appropriate communication to the Center Policy Council, Federal Office of Head Start and WI Department of Health Services personnel, developing and maintaining a comprehensive recordkeeping system for team, PIR (Program Information Report), Program volunteers and type/quantity of support services provided, ensuring DCF-Group Child Care licensing and requirements for compliance for the Center, completing and submitting, and/or overseeing the submission of regular monthly professional reports, assuring remediation of any non-compliances identified during delegate or grantee assessment and incorporating recommendations into planning for program improvement and providing timely, accurate response/evidence of correction to the Federal Office of Head Start, networking and coordinating services with other Tribal programs, County, State, Private, and Federal agencies, developing, implementing, and monitoring the Center budget exercising prudent stewardship of program resources based on program financial reports and applicable Federal, State and program financial requirements, reviewing and analyzing monthly financial and statistical reports to assess the budget status and to initiate preventative measures to avoid problems, demonstrating a solid understanding of the Federal Office of Head Start Performance Standards; Head Start Child Development Outcomes Framework; demonstrating thorough knowledge and application of developmentally appropriate practices to assure adherence to program policies, assisting team in conducting home visits and Parent/Teacher Conferences, assisting in the identification of children who may require referral for special services, facilitating transition from Center, home, and or other early childhood education and care settings as necessary, filling in as a Teacher, Assistant Teacher, or cook when the program staff are unavailable, practicing excellent customer service skills at all times to include, but not limited to, addressing customer and employee needs courteously and promptly, adhering to all tribal law, personnel policies, and procedures in addition to departmental policies and procedures.
Qualifications and requirements include a minimum of a bachelor's degree in early Childhood Education, Education, Human Services or related field from an accredited College or University is required (MUST SUBMIT A COPY OF DEGREE TO COMPLETE APPLICATION), a minimum of three years professional leadership/management and supervisory experience is preferred, preferably in an educational non-profit setting, being both detail oriented and deeply comfortable with change and ambiguity, ability to clearly communicate orally, in writing, assertively and effectively, ability to establish clear boundaries and maintain a safe, effective learning environment, ability to operate standard office equipment including a computer, laminator, and copy/ fax machine. Additional skill and knowledge of smart boards, iPads, and other advanced technologies preferred, dependability and reliability and having demonstrated the ability to maintain a satisfactory employment record with any previous employer, adherence to strict confidentiality in all matters, current First Aid and CPR certifications or willingness to obtain these certifications within (30) days of date of employment is required. Must maintain CPR and Red Cross First Aide Certification during employment, adherence to the Tribe's Drug and Alcohol-Free Workplace Policy during the course of employment. A Tuberculosis (TB) screening and/or TB Skin Test is required prior to employment and annually thereafter, a valid driver's license, reliable transportation, and insurance are required. Must obtain a Wisconsin driver's license within 30 days of employment if applicant has an out-of-state driver's license. Must meet and maintain the eligibility to operate a personal or tribal vehicle under the driver acceptability guidelines as established by Mohican Nation Insurance, Stockbridge-Munsee Community Food Safety Certification is required with in three (3) months of employment. Must maintain Food Safety Certification during employment, knowledge with the Stockbridge-Munsee Community, its history, culture, and language is preferred, and must be willing and able to obtain additional education and training.
Physical requirements include frequently sitting, bending/stoop, squatting, carrying and lifting up to fifty (50) pounds; occasionally standing, walking, crouching, kneeling, balancing, and pushing and pulling. Must be able to spend time in- out-of-doors in summer and winter months, must be able to use both hands for repetitive movements, simple and firm grasping. Must provide written documentation from a doctor that a physical examination was performed within (30) days of employment and annually thereafter.
