Job Summary

Under limited direction performs responsible, professional work in the field of environmental compliance for water, wastewater, and electric utilities.

Responsibilities

Senior Environmental Compliance Specialist
Develops, coordinates, implements, reviews, and updates multiple environmental programs, work instructions, and plans as required. Advises on environmental compliance by providing regulatory guidance to management and supports management in resolving environmental issues with the Texas Commission of Environmental Quality ( TCEQ ), Environmental Protection Agency ( EPA ) and customers. Collects, assembles, correlates, and reviews analytical data and makes recommendations based on the findings. Monitors upcoming environmental regulations, audits, and inspections. Takes action to comply with new requirements and audit findings and interprets and explains environmental regulations to internal and external customers. Coordinates independent projects as directed and assists with the departmental budget. Assists with the development and maintenance of an environmental management system. Develops, implements and participates in public outreach efforts and makes presentations to internal and external customers. May interface with regulatory agencies, other utility system officials and contractors on environmental projects and negotiations. May assist in drafting and evaluating bid documents. Promotes pollution prevention, waste minimization, and other source control initiatives. Participates in environmental spill response team to respond to emergency call-out situations during normal and/or after hours. Completes other job duties as assigned. Manages environmental permit applications, renewals, modifications, compliance schedules, and required documentation for assigned operations, including Air Permits, Texas Pollutant Discharge Elimination System ( TPDES ), Stormwater Programs, Emergency Planning and Community Right-to-Know ( EPCRA ), Resource Conservation and Recovery Act ( RCRA ), Risk Management Plan ( RMP ), Spill Prevention, Control and Countermeasure ( SPCC ), solid waste, universal waste, hazardous waste storage and disposal, and aboveground storage tanks. Reviews and prepares reports for submittal to environmental federal and state agencies, including, but not limited to: Annual Waste Summary, Texas Water Development Board Survey, Genset Air Permits, Emissions Inventory, Excess Emissions Report, ECPMS reporting, Green House Gas Reports, Title V Deviation Report, Title V Annual Compliance Report, Discharge Monitoring Reports (DMRs), Water Plants Monthly Operating Reports, Tier II, Sanitary Sewer Overflow Initiative Reports, Annual Storm Water Reports, Disinfectant Level Quarterly Operating Report ( DLQOR ), Drinking Water Quality Report ( CCR ), and Annual Sludge Report. Coordinates the following: Relative Accuracy Test Audit ( RATA ); Gen Set performance Testing. Performs Continuous Emissions Monitoring System ( CEMS ) quality assurance activities, including daily calibrations, and linearities testing to ensure compliance with applicable environmental regulations and permit requirements. Collects samples in accordance with established programs and regulatory requirements, including TPDES monitoring. Maintains transformer building and environmental compliance records, inspection logs, and associated documentation to support regulatory reporting, audits, and operational reliability. Troubleshoots, diagnoses, and resolves CEMS equipment and instrumentation issues to ensure accurate emissions monitoring, minimize downtime, and maintain regulatory compliance.

SUPERVISORY RESPONSIBILITIES

Directs the activities of assigned staff, and engages in employee training and development. Prepares and participates in the employee performance appraisal process.

Knowledge of federal, state, and local environmental regulations.

Knowledge of fundamental and applied environmental and engineering science.

Knowledge in the field of environmental compliance for water, wastewater, and electric utilities.

Advanced technical knowledge of industrial instrumentation, including CEMS analyzers, sample handling systems, sensors, transmitters, and related monitoring equipment. (Power Plant)

Demonstrated ability to troubleshoot, diagnose, repair, calibrate, and maintain environmental monitoring instrumentation to ensure accurate and reliable data collection. (Power Plant)

Working knowledge and ability to identify problems of Programmable Logic Controllers (PLCs), control systems, CEMS , communication networks, and associated hardware used in power plant operations. (Power Plant)

Skill in collecting, analyzing, and summarizing environmental data.

Skill in performing environmental trainings.

Strong oral and written communication skills in English.

Skill in handling conflict and uncertain situations.

Computer skills working with Microsoft Office programs.

Education & Experience Requirements

Bachelor’s Degree in Environmental Science, Chemistry, Biology, Engineering or related field and three (3) years of responsible experience in environmental, engineering or a related area. An appropriate combination of education and experience may substitute for minimum experience requirements.

Certificates, Licenses, Registrations

A valid Texas Driver License or receipt of a valid Texas Driver’s License within 90 days of relocation to Texas and a safe driving record as measured by company policy are required.
