Conservation Operations Supervisor 3 - NY HELPS

Responsibilities Oversee the maintenance, rehabilitation, improvement or construction of facilities and infrastructure in the Department of Environmental Conservation’s NYC region, including buildings, trail systems, automotive maintenance, communication networks, water access sites, state forests, and wildlife management areas. Supervise crews, coordinate site‑specific maintenance projects, purchase materials and equipment, and monitor all maintenance activities related to facilities and property. Assist the regional Conservation Operations Supervisor 4 with budgeting, hiring, training, and evaluating program needs for the region. Plan, budget, schedule, and complete a variety of maintenance and construction projects, monitoring project‑related health and safety issues. Manage the automotive fleet. Develop and implement an annual work plan, scheduling maintenance of grounds, paved roads, trails, and remediation of storm, erosion, and public‑use damage. Plan maintenance for regional facilities such as office and field facilities. Assist agency engineers in developing plans and specifications, inspecting contractor work, and serving as contractor liaison. Evaluate subordinate staff and assist lower‑level supervisors with supervisory responsibilities. Assume all duties and responsibilities of a Conservation Operations Supervisor 4 in their absence. Qualifications Minimum Qualifications: Promotional: Must be a qualified DEC employee with at least one year of permanent service at the grades of Conservation Operations Supervisor 2, Assistant Superintendent of Construction, Assistant Engineer (Civil), or Senior Superintendent of Construction. Open Competitive:

1. Four years of experience in building, mechanical, or construction maintenance; of which at least two years must be in budgeting, supervising, planning, assigning work, evaluating employees, and contract preparation/oversight.
2. Three years of experience in building, mechanical, or construction maintenance; of which at least two years must be in budgeting, supervising, planning, assigning work, evaluating employees, and contract preparation/oversight, and an associate’s or higher degree in civil engineering technology, construction technology, construction engineering technology, electrical technology, electrical engineering technology, engineering technology, industrial technology, industrial engineering technology, mechanical engineering technology, or mechanical technology.

Additional Eligibility: Reassignment – Currently in the title and an employee of DEC. Reinstatement Eligible – Previously held the title on a permanent competitive basis or in a transfer‑eligible title. Transfer Eligible – One year of permanent competitive service at Salary Grade 19 or higher and eligible for transfer per Civil Service Law. Must hold a Class B CDL or obtain one within 12 months of appointment, with appropriate endorsements and no air brake restriction. Additional Requirements Valid driver’s license and ability to meet transportation needs. Ability to negotiate difficult terrain, work in remote areas, and in adverse weather conditions. Work may include overtime, travel, overnight travel, weekends, and holidays, and availability for emergency response and after‑hours emergencies. Must be able to lift and move objects up to 40 pounds. Will be subject to the Federal Omnibus Transportation Employee Testing Act (OTETA) of 1991 (drug and alcohol testing).
