Business Analyst: Trust Lands System

Position Title Business Analyst – Trust Lands Management System (26141308) Job Description The Department of Natural Resources & Conservation seeks a Business Analyst to join the Forestry/Trust Land Division. The role reports to the FMB Chief and provides functional support for the Trust Lands Management System 2.0 (TLMS 2.0). Responsibilities include leading data management, business process analysis, client support, and acting as a conduit between business modules and the statewide IT program management team. TLMS 2.0 is an electronic records system required by statute to provide information to other agencies and citizens of Montana. The analyst will ensure the system and supporting data meet business needs, align with agency policies, and maintain data accuracy and accessibility. The position also serves as the interface between functional/business personnel, subject matter experts, and technical resources. Key Responsibilities Provide leadership in data management and business process analysis for TLMS 2.0. Support ongoing development, maintenance, and adaptation of TLMS 2.0 to changing business processes and statutory requirements. Act as a conduit between the Trust Lands business modules and the statewide IT program management team. Ensure data accuracy, accessibility, and alignment with agency policies and state regulations. Serve as the interface between functional/business personnel, subject matter experts, and technical resources. Minimum Qualifications Bachelor’s degree in business administration, information management/systems, administrative‑technology management, or related field. Five years of job‑related experience, or a combination of education and experience that meets the minimum. Required Knowledge, Skills, and Abilities Excellent verbal and written communication skills. Ability to build consensus among varied stakeholders. Detail oriented with strong organizational skills; ability to prioritize tasks and balance conflicting priorities. Ability to manage multiple projects under tight timelines while maintaining high product quality. Ability to work under multiple deadlines with assigned funding. Knowledge and experience with project management principles and best practices. Ability to work independently and effectively as a team member. Ability to provide excellent customer service and maintain positive working relationships. Strong aptitude for learning new skills, adapting to new technologies, and implementing new methodologies. Knowledge of creating and executing queries against databases. Knowledge of creating and using database views. Knowledge of SQL, database triggers, data modeling and design, data security, data quality, scripting, and batch processing concepts.
