Position Overview Title: Staff Attorney 2 Agency: Department of Public Health, State of Connecticut Location: 410 Capitol Avenue, Hartford, CT (Full-time, Monday‑Friday, 8:00 a.m. – 4:30 p.m., 40 hours per week) Responsibilities Review and negotiate cases involving licensed healthcare entities. Support the Certificate of Need (CON) program: review applications, conduct legal research, hold public hearings as Hearing Officer, draft determinations and decisions. Oversee legal compliance, participate in working groups, and interact with hospital administrators, stakeholders, and the public. Act as hearing officer or represent the agency in administrative and public proceedings on complex cases. Negotiate and draft settlement agreements. Draft advisory opinions, rulings, decisions, recommendations, legislation, regulations, and other legal documents. Prepare and present trials and appeals, including pleadings and other court papers. Consult the Office of the Attorney General on legal issues. Conduct investigations and enforcement proceedings. Prepare comprehensive reports for administrative and court proceedings. Develop and maintain precedent manuals and policy documents. Provide legal guidance and support to agency leadership as required. Provide input into policy formation and review new laws and regulations for impact on agency operations. Participate in educational activities and may testify at legislative proceedings. Minimum Qualifications Two (2) years of practice of law. Admitted to practice law in the State of Connecticut. Preferred Qualifications Civil litigation or administrative hearing experience. Experience drafting contractual instruments. Experience negotiating complex settlements. Experience working within a team to manage projects and meet deadlines. Experience working with healthcare providers and other members of the healthcare community. Knowledge, Skills and Abilities Considerable knowledge of legal principles, practices, and procedures in Connecticut; legal research techniques; The Uniform Administrative Procedures Act; and related state and federal laws. Knowledge of rules of evidence, criminal and constitutional law, and legislative process. Interpersonal, oral, and written communication skills. Ability to apply judicial decisions to statutory interpretation and to analyze and organize technical data for legal cases.
