Extensive experience in Outside Plant (OSP) Fiber Optic Network Design and deployment. Experience designing fiber optic networks using Cisco, Nokia, and Scinea technologies. Strong knowledge of aerial and underground fiber optic network design, including OPGW and ADSS cable systems. Experience with microwave radio system engineering, RF path analysis, and link budget calculations. Proficiency with GIS software such as ESRI ArcGIS or GE Smallworld. Experience using AutoCAD, MicroStation, or similar CAD software. Experience with telecom inventory and Operational Support Systems (OSS), including ConnectMaster or equivalent. Strong understanding of packet-based transport technologies including MPLS, Carrier Ethernet, SONET/SDH, and TDM systems. Knowledge of NESC, NEC, Telcordia/Bellcore, IEEE standards, and utility telecommunications best practices. Excellent analytical, communication, and project coordination skills. Proficiency with Microsoft Office Suite, Microsoft Visio, and Microsoft Teams. Secondary (Good to Have) Utility industry or electric power communications experience. Experience supporting SCADA, protective relaying, and substation communication systems. Knowledge of NERC reliability standards. Experience with FCC licensing and microwave frequency coordination. Familiarity with construction permitting and rights-of-way processes. Experience with backup power systems, DC power plants, generators, and battery systems. PMP or telecommunications-related certifications preferred. Position Overview The Telecommunications Outside Plant (OSP) Design Engineer is responsible for planning, designing, and supporting the deployment of fiber optic and microwave communication networks that support critical utility infrastructure. This role designs resilient telecommunications systems connecting substations, generation facilities, control centers, and remote utility sites while ensuring compliance with industry standards, safety regulations, and client specifications. The ideal candidate possesses strong expertise in fiber optic network engineering, microwave communications, CAD/GIS design tools, and utility telecommunications infrastructure. Fiber Optic Network Design Design Outside Plant (OSP) fiber optic communication networks supporting utility operations. Engineer aerial fiber installations utilizing Optical Ground Wire (OPGW) and All-Dielectric Self-Supporting (ADSS) cable systems. Design underground fiber routes, conduit systems, and telecommunications infrastructure. Develop route maps, fiber splice diagrams, cable schedules, and termination plans. Ensure network redundancy and resiliency for mission-critical communication systems. Coordinate permitting activities and rights-of-way requirements. Ensure all designs comply with National Electrical Safety Code (NESC) requirements and client engineering standards. Microwave Radio System Engineering Design and optimize point-to-point microwave communication systems. Perform line-of-sight studies, RF path analysis, and microwave link budget calculations. Determine tower locations, antenna selection, frequencies, and equipment configurations. Coordinate FCC licensing and frequency management activities. Prepare specifications for microwave radios, antennas, and transmission equipment. Telecom Site & Facility Design Design telecommunications infrastructure at substations, power plants, and control centers. Develop layouts for communication shelters, equipment cabinets, towers, poles, and antenna mounting systems. Coordinate civil, structural, grading, trenching, conduit, and foundation requirements with engineering teams. Ensure compliance with physical security, environmental, and utility infrastructure requirements. Power & Backup System Integration Design reliable AC/DC power systems supporting telecommunications equipment. Specify battery backup systems, DC power plants, UPS systems, and standby generators. Ensure proper grounding, surge protection, and NEC compliance. Coordinate integration of backup power systems for uninterrupted communications. Support telecommunications projects from initial planning through commissioning. Develop project scopes, engineering estimates, and implementation schedules. Produce complete engineering packages including construction drawings, equipment layouts, wiring diagrams, and Bills of Materials (BOMs). Utilize CAD and GIS software to prepare engineering documentation. Coordinate network cutovers, outage planning, and change management activities. Support field construction teams and contractors during implementation. Minimum Qualifications Bachelor's Degree in Electrical Engineering, Electronics Engineering, Telecommunications Engineering, or related discipline (or equivalent experience). Demonstrated experience in Outside Plant (OSP) fiber optic network engineering. Strong experience designing fiber optic and microwave communication systems. Knowledge of aerial and underground fiber construction practices. Experience with Cisco, Nokia, and Scinea networking technologies. Proficiency using GIS mapping software and CAD design applications. Strong understanding of IP networking, MPLS, Carrier Ethernet, SONET/SDH, and TDM technologies. Excellent problem‑solving, analytical, and communication skills. Ability to work independently and manage multiple engineering projects. Preferred Qualifications Utility telecommunications or electric utility industry experience. Experience supporting SCADA and utility communication networks. Knowledge of NERC reliability standards. Experience with ConnectMaster or similar telecom inventory management systems.
