Human Resources Specialist (military)

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a Human Resources Specialist, Position Description Number D3020000, and is part of the 158th Force Support Squadron of the Vermont Air National Guard OPEN AREAS OF CONSIDERATION: AREA 1, 2 Area I: All current On-board Permanent and Indefinite Dual Status 32 and Title 5 (Competitive and Excepted) Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Vermont National Guard members who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed. Area II: All Members of the Vermont Air National Guard. Military Grades: Enlisted: Rank individually addressed up to MSgt/E7 MINIMUM REQUIREMENTS: Experience that demonstrates the ability to: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and Communicate effectively orally and in writing. SPECIALIZED EXPERIENCE: At least 1-year specialized experience equivalent to at least the next lower grade. Specialized experience is experience that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force. Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled Your qualifications will be evaluated on the following knowledge, skills, abilities and other characteristics: Knowledge of military and civilian human resources management principles, policies, procedures, and regulatory guidance as applicable to Air National Guard operations. Knowledge to independently perform personnel actions including promotions, assignments, evaluations, and awards. Knowledge of program areas such as the Defense Travel System (DTS), deployment readiness, training, and personnel data systems. Knowledge of military and civilian human resources management principles, policies, procedures, and regulatory guidance as applicable to Air National Guard operations. Knowledge of administering, delivering, and advising on military human resource policy. Knowledge or principles, concepts, and practices applicable to one or more fields of administration or management. Knowledge of payroll systems Skill in speaking to and briefing senior leaders Ability to independently perform personnel actions and provide guidance to lower-graded HR specialists. Ability to understand and interpret laws, regulations and policies. Ability to work independently with minimal supervision FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Co Pros, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience. OTHER CONDITIONS OF EMPLOYMENT ¬es: Must be able to obtain and maintain the appropriate security clearance.
