Position Overview Oversee and perform a variety of simple to complex roadway maintenance activities. Supervise a crew and provide technical guidance to crew members performing maintenance activities and equipment operation. Key Responsibilities Communicate effectively with citizens, public officials, state employees, and business people; respond to inquiries and provide status updates on work requests. Supervise emergency operations to ensure safe operation of roadways, including storm damage repairs, snow/ice/debris clearing, accident clean‑up, and traffic control. Assist the Area Superintendent in planning the maintenance program, special projects, and personnel needs; estimate repair, construction, and material costs and assist in ordering, storing, and utilizing materials. Plan, schedule, supervise, and perform placement, maintenance, and removal of traffic control devices for work zones, detours, lane closures, and other roadwork in accordance with MUTCD. Prepare and maintain program and project documentation; assist in budget reports, data, forecasting, and monitoring expenditures. Identify work‑site protection techniques; ensure workplace safety, enforce VDOT safety regulations, and maintain safe operation of equipment. Schedule and direct personnel and equipment; assign daily work, provide onsite direction, complete daily work reports, and participate in staff development and performance evaluations. Operate and maintain light, medium, and heavy‑duty vehicles and equipment; perform preventive maintenance, inspections, and repairs. Qualifications and Skills Ability to perform heavy manual labor and obtain a valid CDL and DOT medical card within 11 months of employment (maintained thereafter). Strong oral and written communication skills and ability to interact with internal and external customers. Ability to plan work schedules and allocate manpower, materials, and equipment. Technical direction and guidance to skilled, semi‑skilled, and manual laborers. Knowledge and application of work‑zone safety, traffic controls, and flagging operations (MUTCD). Knowledge of highway maintenance equipment, materials, methods, and procedures; inventory and budgeting practices. Knowledge of safety policies and procedures; supervisory principles and practices. Computer and software application skills. Experience with hand‑held and power tools, and preventive equipment maintenance. Minimum Qualifications Ability to direct, evaluate, and train others. Ability to obtain and maintain required certifications and valid driver’s license. Possession of safety shoes. Skill in operating and maintaining light to heavy‑duty trucks and equipment. Experience in roadway maintenance and/or construction activities. Experience supervising and evaluating performance. Experience in emergency operations and inventory management. Additional Considerations Training, experience, or education in management, maintenance, construction, or related field desirable. DCR erosion and sediment control certification.
