General Summary

This position is responsible for planning, organizing, and supervising CACOST's procurement functions in compliance with applicable federal, state, and agency policies and regulations. Responsibilities include overseeing daily purchasing activities, managing major procurements, responding to inquiries regarding procurement processes and bid status, negotiating terms and conditions with vendors and service providers, and achieving departmental goals and objectives within budget.

Primary Responsibilities

1. Develops, implements, and administers procurement policies, procedures, and internal controls to ensure compliance with applicable federal, state, local, grant, and agency requirements.
2. Leads the planning, development, and administration of formal and informal procurement solicitations, including Requests for Bids (RFBs), Requests for Proposals (RFPs), Requests for Qualifications (RFQs), and Requests for Information (RFIs).
3. Leads continuous improvement initiatives by evaluating procurement systems, processes, and technologies to increase efficiency, strengthen internal controls, and reduce administrative burden.
4. Oversees the preparation, issuance, evaluation, and award of procurement solicitations and contracts, ensuring fair, open, and competitive procurement processes.
5. Serves as a member of procurement evaluation committees to ensure compliance with applicable regulations and policies and to promote fair, open, and transparent evaluations.
6. Manages the full contract lifecycle, including contract development, execution, monitoring, amendments, renewals, and closeout activities.
7. Researches and identifies cooperative purchasing opportunities and purchasing agreements that may benefit agency divisions.
8. Communicates procurement activities, project status, risks, and recommendations to agency leadership in a timely and effective manner.
9. Maintains current knowledge of procurement laws, regulations, and industry best practices, including grant-funded procurement requirements, inventory management, and asset disposition.
10. Provides training, technical assistance, and guidance to agency staff on procurement policies, procedures, ethical standards, and regulatory requirements.
11. Maintains procurement records, vendor files, contracts, amendments, and renewal documentation in accordance with record retention requirements and audit standards.
12. Establishes and maintains effective relationships with vendors and contractors to ensure fair and equitable treatment. Investigates and resolves vendor and contractor concerns and grievances.
13. Develops and maintains procurement performance metrics, reports, and dashboards to measure operational effectiveness and support data-driven decision-making.
14. Plans, assigns, supervises, and evaluates the performance of assigned staff; establishes performance expectations and professional development goals; monitors progress; and provides coaching and support to promote employee growth and success.

16. Performs other duties as assigned.

Work Experience
Required

• Three years of experience in managing a procurement/purchasing department

Preferred

• Five years' experience in managing a procurement/purchasing department.

Educational Experience R equired

• Bachelor's degree from an accredited college or university in Business Administration or related field.

• Operating a personal computer and various software applications.
• Must be able to pass a physical examination.
• Must have a valid driver's license.

Physical Requirements If a preliminary offer of employment is extended, a physical will be required before the offer can be accepted.

Light to medium physical duties include standing, walking, reaching, bending, hearing, talking for up to eight (8) hours a day. Must be able to work on a computer for a minimum of 6 hours a day. Must have good vision. Must be able to lift fifty (50) pounds. Lifting will be primarily confined to occasional on premises lifting of boxes of office supplies and minor office equipment. Non-physical demands include performing multiple tasks simultaneously, the ability to meet multiple deadlines, judgement decisions and working closely with others as part of a team.
